Housing Consumer Standards Lead
Location: Surrey
Working: Hybrid
Rate: £350.00 - 400.00 per day
IR35: Inside
Contract: 6 Months
Role Summary:
Are you passionate about driving improvement and ensuring compliance within housing services? This dynamic role offers the chance to lead the coordination, embedding, and assurance of the Regulator of Social Housing's Consumer Standards across all housing services. If you are dedicated to making a tangible difference and have a keen eye for detail, this position will allow you to support the organisation in demonstrating compliance, delivering improvement actions, and maintaining robust self-assessment and assurance processes.
You'll be responsible for bringing together the evidence, actions, governance, and assurance needed to give senior leaders confidence in where the organisation is meeting the standards, where gaps remain, and what needs to happen next. There is already an improvement programme in place, so you'll be stepping into an environment where there is work to coordinate, challenge, and move forward.

Responsibilities:
- Lead the coordination of regulatory self-assessment, including consumer standards and HOS, ensuring traceability across independent reviews and supporting evidence bases.
- Develop and deliver a Regulatory Standards Action Plan, working closely with housing services to ensure actions align with the Housing Improvement Plan.
- Maintain a comprehensive evidence base of compliance to prepare for proactive peer reviews, audits, and inspections.
- Support services in updating their service offers in line with new standards and align documentation, reporting, and resident-facing information with Housing Insight and Resident Engagement.
- Promote best practices across the service, including governance and reporting to the Housing Improvement Board and Housing Regulator.
- Maintain clear project documentation, including risk logs, governance papers, milestones, and dashboards.
- Prepare updates for governance groups, project boards, and senior stakeholders.
- Communicate progress clearly to a range of technical and non-technical audiences.
- Lead the maintenance and ongoing development of Housing Services policy framework and support strategy development and policy-making for the Council.

You'll also need strong project and governance skills. You should be confident producing risk logs, dashboards, reports, and papers for senior stakeholders and explaining regulatory issues to both technical and non-technical audiences. Experience of housing policy and strategy development would also be valuable, particularly if you've worked across multiple housing services rather than within one specialist area.
