Sheffield City Council's Homelessness and Supported Housing Service is recruiting three Housing Independence Officers to support the delivery of our priorities across homelessness prevention, rough sleeping and the commissioning of supported housing. These are exciting opportunities to join a supportive and ambitious team at a time of significant transformation across homelessness services.
Housing Independence Officer (Homelessness Partnerships & Strategy)
1 Full-Time Post
This role will support the implementation of Sheffield's Homelessness Prevention and Rough Sleeping Strategy, helping to drive partnership action and system-wide improvement across the city. Working in collaboration with statutory services, housing providers, health partners, voluntary and community organisations, and people with lived experience, you will coordinate activity, support delivery of strategic priorities, deliver commissioning requirements and help improve outcomes for people experiencing homelessness.
Key responsibilities include:
- Supporting delivery of the Homelessness Prevention and Rough Sleeping Strategy in collaboration with partners.
- Developing and maintaining effective partnerships across the homelessness system.
- Coordinating partnership meetings, action plans and improvement activity.
- Monitoring progress against agreed priorities and outcomes.
- Analysing data and intelligence to inform service development and strategic decision-making.
- Supporting innovation, collaboration and opportunities to secure external funding and resource.
This role is ideal for someone with strong partnership, project management and service improvement skills who enjoys bringing organisations together to achieve shared objectives.

These roles will support the commissioning, contract management and continuous improvement of commissioned services. Working with providers, partners and internal stakeholders, you will help ensure services are high quality, deliver positive outcomes and provide value for money.

Key responsibilities include:
- Supporting commissioning and procurement activity, such as analysis of needs, trends and reviewing best practice.
- Managing contracts and monitoring provider performance.
- Supporting providers overcome system challenges, such as barriers to effective multi-agency responses.
- Investigating Serious Incidents, such as deaths in service. Working with commissioned services to drive quality and performance improvement.
- Supporting service redesign, mobilisation and transformation projects.
- Developing specifications, performance frameworks and monitoring arrangements.
- Supporting implementation of the Supported Housing (Regulatory Oversight) Act.
- Analysing service data and outcomes to inform future service development.
- Building strong relationships with providers and stakeholders to improve service delivery.
These roles are well suited to individuals with experience in commissioning, contract management, performance management, housing, supported housing or service improvement.

Full-time employees work 37 hours for 52 weeks of the year and we offer a generous holiday entitlement. We are open to discussions about a wide range of flexible working opportunities which benefit you and the Council, including reduced hour contracts, working part time or as a job share.
If you are appointed to this role, your starting salary will be at the bottom of the grade. If you provide payslip evidence that your basic pay is greater than the bottom of the grade, we will consider starting you at the point of minimum advantage within the grade.
