Job - Housing Officer
Contract - from 12th Oct 2026 to 31st March 2027.
Location - White Hawk, BN2 5FL
Shift - Monday to Friday - On site - 37 hours of shift in a week.
Job Description
To manage a varied caseload of housing management issues, with a particular focus on complex anti-social behaviour (ASB), tenancy enforcement, safeguarding and supporting vulnerable residents. The role involves investigating complaints, assessing risks, supporting victims and witnesses, working collaboratively with partner agencies, and taking appropriate legal or enforcement action where necessary. The postholder will promote safe and sustainable communities, ensure effective tenancy management, maintain accurate case records, and deliver a fair, customer-focused service that balances resident support with appropriate enforcement.
Key Responsibilities – Housing Officer
- Anti-Social Behaviour (ASB) Management: Manage complex ASB cases involving council tenants, leaseholders and freeholders, taking appropriate action to resolve issues and protect the community.
- Victim and Witness Support: Support victims and witnesses through risk assessments, safety planning, risk management and regular case reviews, following safeguarding procedures.
- Case Management and Multi-Agency Working: Lead complex cases, coordinate multi-disciplinary meetings, allocate actions and work with internal teams and external agencies to achieve effective outcomes.
- Legal Action and Enforcement: Enforce tenancy agreements and use appropriate legal tools, including injunctions, possession proceedings, Community Protection Notices and Closure Orders.
- Court Proceedings and Evidence Preparation: Prepare witness statements, legal reports and supporting evidence, attend court, liaise with solicitors and barristers, and support eviction proceedings.
- Tenancy and Estate Management: Conduct tenancy visits and estate inspections, investigate tenancy breaches, resolve boundary disputes, check occupancy and address property access issues.
- Safeguarding and Vulnerability: Identify and respond to risks involving vulnerable adults, children, people and households experiencing domestic abuse, trauma or social exclusion.
- Emergency Accommodation and Relocations: Coordinate emergency moves and temporary accommodation for residents affected by fires, floods or other major incidents, working with emergency services and housing teams.
- Complaints, Investigations and Income Protection: Investigate complaints, maintain accurate housing records, identify potential tenancy fraud and support income maximisation and effective use of housing stock.
- Service Improvement and Health & Safety: Develop improved working practices, support colleagues, respond to urgent housing matters and ensure compliance with health and safety, equality and inclusion policies.

Essential Skills and Experience
- Housing Management Knowledge: Strong knowledge of housing and tenancy management, housing legislation, tenancy agreements and relevant statutory responsibilities.
- ASB and Housing Legislation: Understanding of the Anti-Social Behaviour, Crime and Policing Act 2014, relevant Housing Acts, Domestic Abuse Act 2021 and other applicable legislation.
- Legal Casework and Court Experience: Experience preparing complex evidence, witness statements and legal reports, understanding court procedures and presenting evidence in legal proceedings.
- Safeguarding and Risk Assessment: Ability to assess and manage risks, safeguard vulnerable residents and implement appropriate protection measures for victims and witnesses.
- Conflict Resolution and Behaviour Change: Ability to manage disputes, influence behaviour, negotiate solutions and balance supportive interventions with proportionate enforcement.
- Communication and Customer Service: Excellent written and verbal communication skills, with the ability to handle sensitive enquiries, complaints and challenging conversations professionally.
- Multi-Agency Collaboration: Ability to build effective relationships with police, social services, legal teams, support agencies, repairs teams and other housing professionals.
- Investigation and Record Keeping: Strong analytical skills, with the ability to investigate complaints, gather evidence, maintain accurate case records and prepare clear, factual reports.
- Independent Working and Decision-Making: Ability to manage a complex caseload, prioritise urgent matters, make informed decisions and work independently, including during home visits and estate inspections.
- IT, Health & Safety and Equality: Competence in Microsoft Office and housing systems, with an understanding of risk assessments, lone working, data protection, equality, diversity and inclusion.
