Housing Officer (AASC Yorkshire)

Location: [AASC Yorkshire] Contract: Full-time, 37.5 hours per week (Monday – Friday) Salary: £29,250.00 per annum, plus Serco Benefits Essential Qualification: Valid UK driving licence (company car provided) Lineage: Reporting to [Field Operations Manager, Serco]


About the Role

On behalf of the Home Office, Serco delivers the Asylum Accommodation and Support Services Contract (AASC). This contract focuses on providing a high standard of accommodation and tailored support to vulnerable asylum seekers as they navigate the asylum system.

The Housing Officer is responsible for:

  • Ensuring contractual compliance and maintaining property and service standards within initial accommodation (IA) settings.
  • Delivering essential support to service users, including welfare assistance, daily operational management, and safeguarding.
  • Conducting regular property inspections, managing maintenance, and coordinating supplier/visitor access.
  • Responding to and resolving complaints, incidents, and requests via the AIRE Services platform.

Main Responsibilities

Service Delivery & Accountability

  • Oversee the delivery of all core service user support services as outlined under the AASC contract.
  • Conduct new service user inductions, covering property expectations, safeguarding, compliance, and emergency procedures.
  • Respond to and manage requests for assistance, incidents, and escalations through AIRE Services.
  • Adhere to the tasking schedule specified by the Field Operations Manager.
  • Ensure up-to-date, timely reporting on visits, inspections, repairs, and incidents to meet contractual obligations.

Property & Compliance

  • Perform monthly property inspections to verify compliance with contractual standards, noting required maintenance.
  • Carry out additional inspections (e.g., pre-dispersal checks) when necessary.
  • Complete minor first-fit repairs and highlight major issues for further action.
  • Maintain daily safety protocols (e.g., CCTV monitoring, patrols, fire alarm testing, evacuation drills) and coordinate emergency services when needed.

Safeguarding & Operational Support

  • Uphold safeguarding policies, including regular welfare checks, addressing anti-social behaviour, and providing medical assistance.
  • Manage access controls for suppliers, maintenance workers, and visitors.
  • Track and report potential absconders in line with Local Operating Procedures (LOP).
  • Support daily IA operations, such as registration, post, reception duties, and day-to-day service delivery.

Requirements

Essential Skills & Experience

  • Proven ability to work in a high-volume service environment with excellent communication skills.
  • Knowledge of property management, maintenance, or related operational environments.
  • Strong interpersonal and conflict resolution abilities.
  • Proficiency in MS Office (Word, Excel) and other necessary IT systems.
  • Valid UK driving licence (company car provided).

Nice-to-Haves

  • Experience with maintenance or repairs (e.g., minor fixes).
  • Prior exposure to safeguarding policies, especially in a similar role.
  • Background in a security-related position.
  • First aid training or relevant certifications.
