Housing Officer

Location: AASC Ipswich

Contract: Full-time, 37.5 hours per week (Monday – Friday) Salary: £29,250.00 per annum, plus Serco Benefits. A valid UK driving licence is mandatory. A company car will be provided.

On behalf of the Home Office, Serco manages the Asylum Accommodation and Support Services Contract (AASC). We focus on supporting individuals through the asylum system, ensuring vulnerable asylum seekers receive essential support and high-standard accommodation.


About the Role

The Housing Officer will play a critical role in delivering accommodation and welfare services to asylum seekers under the AASC contract in Ipswich.

Your main responsibilities include:

  • Delivering core support services to Service Users (asylum seekers) and ensuring compliance with contract standards.
  • Ensuring property standards in all Initial Accommodation (IA) locations through monthly inspections, reporting non-compliance, and managing repairs where necessary.
  • Providing welfare support, signposting, and addressing emergencies (medical, behavioural, safeguarding).
  • Responding to RAIRE Service requests, complaints, and incidents while maintaining accurate records.
  • Administering induction processes for new Service Users, covering:
    • Available services
    • Property rules and safeguarding
    • Emergency evacuation procedures
    • Complaints policy
  • Managing incidents, safeguarding concerns, and behavioural issues.
  • Completing scheduled tasks and reports to meet contractual and operational deadlines.
  • Ensuring fire safety compliance through weekly tests, patrols, and emergency drills.
  • Coordinating access to the site for maintenance teams and approved visitors.
  • Assisting with IA operations, including daily registers, reception duties, and mail logistics.

Key Responsibilities

Service Delivery & Accountability

  • Ensure full adherence to all contractual support services.
  • Lead monthly inspections of IA properties, highlighting maintenance needs.
  • Complete minor first-fix repairs as required.
  • Follow discontinuation and absconder reporting processes via Local Operating Procedures (LOP).

Safety & Compliance

  • Maintain health and safety standards, including:
    • Fire safety (alarms, testing, evacuation)
    • Emergency services coordination
    • CCTV monitoring
  • Implement safeguarding procedures for vulnerable individuals, including:
    • Daily welfare checks
    • Confidential reporting of abuse or neglect
    • Liaising with external agencies when required

Operational & Administrative Duties

  • Respond to and log clinical, behavioural, or reporting requests via the RAIRE Service.
  • Provide accurate, timely, and detailed reporting to senior management.
  • Support team collaboration and coordinate as directed by the Field Operations Manager.

Essential Qualifications & Skills

  • Proven experience in a customer-facing service environment, with strong communication skills.
  • Familiarity with property standards, maintenance needs, or hosting vulnerable populations.
  • Demonstrated ability to handle conflict resolution professionally.
  • Proficiency in basic IT applications (Microsoft Office Suite).
  • Strong organisational skills with attention to detail.
  • Valid UK driving licence (essential due to company car provision).

Desirable

  • Maintenance knowledge (hands-on experience with repairs or property management).
  • Safeguarding training/experience (preferably in similar roles).
  • Prior experience in security services, potentially with access control.
