Housing & Resident Engagement Manager
Are you an experienced housing professional with the strategic expertise to lead social housing compliance, resident engagement and regulatory assurance?
ExtraCare Charitable Trust is looking for a Housing & Resident Engagement Manager to lead our approach to social housing regulation, ensuring our services meet the requirements of the Regulator of Social Housing (RSH), including the Consumer Standards and expectations around accountability, safety, quality, transparency, tenant influence and tenancy management.
This is a key strategic role supporting older people to live independently, safely and confidently, while ensuring residents have meaningful opportunities to influence the services they receive.
You will provide strategic leadership across Housing Management, Enhanced Housing Management and Housing Related Support, working with Regional Operations Managers, Location Managers, housing partners and resident representatives to embed compliant, evidence-based and resident-centred practice across our integrated retirement communities.
You will also lead on regulatory assurance, complaints oversight and landlord responsibilities as a Registered Provider, ensuring we can demonstrate compliance, respond consistently and use resident insight to drive continuous improvement.
What You Will Bring
- Significant experience in housing management, resident engagement or a related social housing environment, with the credibility to provide strategic regulatory leadership.
- Strong knowledge of the RSH framework, Consumer Standards, landlord responsibilities, tenancy management, complaints handling and Registered Provider expectations.
- A Level 4 housing management qualification meeting sector competence expectations.
- Ability to develop assurance frameworks, monitor compliance risks, interpret regulatory requirements and translate them into effective policy, procedures and practice.
- Strong relationship-building skills with residents, colleagues, partners and external agencies.
- Confidence working strategically while remaining connected to operational detail and resident experience.
- A collaborative leadership style, with the ability to influence, advise and support teams across multiple locations.
- A commitment to inclusive, resident-centred services that promote independence, wellbeing and positive outcomes for older people.

What You Will Be Doing?
- Act as the strategic lead for social housing regulatory compliance, ensuring the Trust understands and delivers against RSH Consumer Standards and related requirements.
- Develop and maintain an effective housing compliance and assurance framework, including evidence gathering, monitoring, reporting and escalation of risks and improvement areas.
- Lead the interpretation and implementation of Consumer Standards across relevant services, including safety and quality, tenancy management, transparency, influence and accountability, neighbourhood and community expectations, and complaints learning.
- Support locations with effective tenancy management, including sign-ups, breaches, anti-social behaviour, safeguarding concerns, notice periods and terminations, in line with legislation, policy and good practice.
- Build strong relationships with housing partners, ensuring services meet the standards our residents expect and deserve.
- Keep up to date with social housing legislation, regulatory requirements, the Housing Ombudsman Complaint Handling Code and good practice, ensuring changes are reflected in policy, training, guidance and service delivery.
- Provide clear assurance to senior leaders and governance forums on compliance, resident experience, complaints themes, tenant satisfaction and improvement actions.
- Lead the effective running of Resident Forums, including agenda planning, liaison with Chairs and Vice Chairs, minutes, communications and promotion.
- Promote Resident Associations and other opportunities for resident involvement and representation, including approaches that reach seldom-heard voices.
- Work with Local Authorities, voluntary organisations, statutory bodies and other partners to strengthen service delivery and resident outcomes.

Role Details
- Role: Housing & Resident Engagement Manager
- Hours: 37.5 hours per week (Permanent / Full Time)
- Location: Head Office, Coventry, CV3 2SN / Hybrid working
- Salary: £52,500 per annum
