Housing Solutions Officer – 6 Month Contract
Location: Sardis House, Pontypridd, Rhondda Cynon Taf, CF37 1DU
Rate: £22.52 per hour (Umbrella)
Contract: 6 Month Contract
Hours: Full Time
Working Pattern: Office Based
Pay: Bi-weekly
About the Role
We are seeking an experienced and highly motivated Housing Solutions Officer to join a busy Housing Solutions & Prevention Service.
This is a frontline homelessness prevention role where you will work directly with households who are homeless or threatened with homelessness, delivering housing advice, prevention interventions, homelessness assessments, and statutory decisions in accordance with the Housing (Wales) Act 2014.
Experience of working in homelessness under the Housing (Wales) Act 2014 is essential. Candidates must be able to demonstrate experience of making statutory homelessness decisions in line with the duties contained within the legislation.
The successful candidate will have a strong understanding of homelessness prevention, housing options, statutory duties, and safeguarding, together with excellent case management skills and the ability to work effectively in a fast-paced environment.
Key Responsibilities
Homelessness Prevention
- Deliver comprehensive housing advice and homelessness prevention services.
- Work proactively with households to prevent homelessness at the earliest opportunity.
- Carry out housing options interviews and assessments.
- Develop and maintain Personal Housing Plans.
- Provide realistic advice on housing options and rehousing opportunities.
- Support applicants to access the Common Housing Register.
- Work closely with private landlords to prevent tenancy breakdown and accommodation loss.
- Promote sustainable housing solutions and tenancy sustainment.
- Use homelessness prevention funds appropriately to secure positive outcomes.
- Conduct home visits where required.

Homelessness Assessments & Statutory Duties
- Undertake statutory homelessness assessments under the Housing (Wales) Act 2014.
- Apply and manage duties including:
- Section 66 Prevention Duty
- Section 73 Relief Duty
- Section 75 Final Duty
- Investigate homelessness applications and gather supporting evidence.
- Conduct enquiries with external agencies and partner organisations.
- Make homelessness decisions in accordance with legislation, statutory guidance, and case law.
- Prepare and issue detailed statutory decision letters.
- Assess eligibility, homelessness status, and duties owed.
- Determine when temporary or emergency accommodation is required.
- Assess whether homelessness duties have ended.
- Consider safeguarding concerns, medical evidence, and support needs when making decisions.
Partnership Working
- Liaise with:
- Children's Services
- Social Services
- Supporting People Services
- Probation Services
- Prison Services
- Health Services
- Voluntary Sector Organisations
- Participate in outreach work across hospitals, community venues, and partner locations.
- Attend multi-agency meetings and case discussions.
- Support vulnerable individuals with complex housing needs.
Case Management & Administration
- Manage a complex caseload effectively and efficiently.
- Maintain accurate case records using the Abritas system.
- Respond to correspondence within agreed timescales.
- Ensure compliance with policy, legislation, and customer service standards.
- Contribute to service targets and homelessness reduction objectives.

Essential Requirements
- Significant homelessness experience under the Housing (Wales) Act 2014
- Experience making statutory homelessness decisions
- Strong knowledge of:

- Safeguarding
- Temporary Accommodation Duties
- Experience managing homelessness caseloads.
- Experience issuing statutory decision letters.
- Experience working with vulnerable individuals and complex needs.
- Strong interviewing, assessment, and investigation skills.
- Excellent communication and negotiation skills.
- Ability to work independently within a fast-paced frontline service.
Desirable Requirements
- Experience using Abritas.
- Previous Welsh Local Authority experience.
- Experience within Housing Solutions, Housing Options, or Homelessness Prevention teams.
- Experience undertaking outreach work and home visits.
