Capital is actively funneling into transit-oriented infill housing, entitled suburban parcels, and mission-critical industrial. Large office development is effectively frozen. The divergence is sharpening, not narrowing.

In well-located infill markets, quality multifamily projects are still getting financed — but the terms have tightened. Lenders want stronger equity positions and conservative leverage. Developers report that deals require more time in lender relationships before commitment, and that underwriting is more conservative than at any point in the last decade.
Suburban entitled land has become one of the few liquid assets in the California development market. With entitlement timelines stretching three to five years in many jurisdictions, a fully processed site is genuinely scarce — and sophisticated capital knows it.

Industrial fundamentals remain the strongest in the state. Logistics, data centers, and cold storage are being driven by supply chain resilience priorities and long-term demand growth. These assets don’t have the hybrid work problem. They’re structurally growing.
Office development is frozen at the institutional level. Sublease availability is high, utilization patterns are still unsettled, and underwriting long-term office occupancy remains too uncertain for most lenders. Conversions are being explored, but regulatory hurdles in most California cities make the numbers challenging.

The Core Dynamic
Land values aren’t dropping fast enough to offset rising hard costs. That leaves a narrow and volatile feasibility corridor — especially for complex projects with long preconstruction timelines. Developers who can move from land close to groundbreaking in 12 months or less are operating in a different competitive category than those who can’t.
Bottom Line
If your deal doesn’t check the boxes of location, entitlement, and sponsor track record, it’s likely sitting on the sidelines until conditions shift. That’s not a reason to abandon it — it’s a reason to spend that time strengthening the fundamentals.
