Location: This post is based at Link’s Edinburgh office. However, hybrid working is available with this role.
Hour of Work: 35 per week, Monday to Friday.

The HR Advisory Services Manager will provide strategic leadership and operational management of Link’s HR Advisory team and services; employee relations, equity, diversity and inclusion (EDI), and HR Projects & Change. The role is accountable for delivering high-quality, consistent, and legally compliant services that support organisational objectives and performance, fostering a positive, inclusive workplace culture.
You will provide strategic leadership of the HR Advisory service, overseeing complex employee relations matters, organisational change, policy development and regulatory compliance, while leading the team's annual business plan to support organisational objectives, continuous improvement and the delivery of high-quality, safeguarded services to tenants and service users.
The postholder will lead Link’s approach to equality, diversity and inclusion, ensuring compliance with equality legislation, advancing disability inclusion and accessibility, maintaining recognised accreditations, and using workforce data and employee feedback to drive meaningful, organisation-wide improvement.
About You
You will have a professional or post graduate qualification in HR Management or a related discipline or equivalent experience and will be CIPD qualified (or equivalent). This role requires strategic and operational experience leading and managing teams within a centralised HR, employee relations, EDI, change function/shared service team. The successful candidate will have commercial business and financial acumen, governance, budget and risk management skills.
Extensive experience of leading and implementing change projects and effective working processes and strategies organisation wide is essential for this role. The successful postholder will have senior leadership and management experience of inspiring and motivating teams. The role requires strong, current knowledge of UK employment and equality law and best practice across the full lifecycle and employment statuses.
As HR Advisory Services Manager, you will be able to communicate, influence and negotiate with a variety of stakeholders effectively and have the ability to represent sound and well-reasoned business cases and reports. You will have experience of working with trade unions with a breadth and depth of employment relationship dynamics. You will also have experience in the development of HR/EDI policies/products, demonstrating your understanding and expertise in evolving employment law and what the changes mean in practice using a person-centred approach. Awareness and CPD of latest developments within employment/sector legislation, regulations, case law and best practice is essential.

This role requires demonstrable experience in applying policy and legislation pragmatically while managing organisational risk. You will have experience of undertaking data analysis and conveying complex information in business case/report writing skills and substantial and proven planning and organisation, prioritisation skills with flexibility to provide a proactive and responsive service. You will have generalist knowledge of learning and development services, training design, delivery and evaluation and organisational development and knowledge and experience of ER, EDI performance management and remuneration policy and practices.
You will have the ability to manage your own and others’ time effectively, work independently, and take accountability for actions while still maintaining a collaborative team environment. You will be digitally confident and curious, able to adopt and maximise technology, data and AI-enabled ways of working to improve HR services and colleague experience. This role requires a high degree of sound judgment, professionalism, integrity and discretion. A current full driving license and access to a car, or ability to travel across multiple sites and locations is essential.
