Job Description

Department: Town Clerk’s Department

Salary scale: £25,947 - £28,598 gross per annum – pro rata. Dependent on experience & qualification.

Pension scheme: Local Government Pension Scheme (LGPS)

Responsible to: Deputy Town Clerk

Hours: 20 hours per week (The job holder must be available to work occasional weekends and evenings in response to operational or service requirements.)

Workplace: Truro City Council Offices, Truro Library, Union Place, Truro, TR1 1EP. The postholder may be required to work from various locations (within Truro Parish) in accordance with the needs of the role.

Job Purpose

As part of the Town Clerk’s Department, the postholder will act as a HR Assistant, supporting the Deputy Town Clerk and HR Department.

Key Responsibilities

  • To work collaboratively with the Deputy Town Clerk, HR Compliance & Safety Officer and HR Consultant as well as other colleagues within the Council.
  • To provide administrative support to the HR Department.
  • Assisting with the recruitment process from start to finish, including but not limited to the creation of job adverts, job descriptions and application packs, advertising the roles, assisting with interviews and the selection of the successful candidate.
  • Supporting all new starters and taking them through the induction process including eligibility checks and induction packs.
  • Ensuring all HR files are up to date (both paper and electronic).
  • Assisting with supporting disciplinary and grievance interviews as appropriate.
  • Using the HRIS for various functions.
  • Completing DBS Checks for both staff and volunteers when required.
  • Assist with the organisation of Work Experience placements within the Council departments.
  • Attend all relevant meetings as a HR representative and take appropriate minutes when required.
  • Monitoring and dealing with various HR queries.
  • Answering the telephone for various departments as and when required.

  • According to business need and with mutual agreement, there may be a requirement to undertake other duties that are commensurate with the level of responsibility for this post and to undertake work outside normal times of work to assist Truro City Council in delivering its wider service delivery.
  • To be responsible for continuing self-development and undertaking training as required, including eLearning.
  • To represent the Council in a calm, non-confrontational and courteous manner and to ensure that any complaints are followed up and resolved constructively.
  • To work positively with other staff members at the Council in a supportive manner.
  • To actively and positively contribute to the appraisal process and follow up on agreed actions.
  • To work at all times in accordance with the Health & Safety at Work Act 1974 and to follow all City Council procedures and guidelines which assist this.

Person Specification

Essential:

  • Educated to A Level standard or equivalent.
  • Strong communication and interpersonal skills.
  • Ability to use own initiative and manage own time effectively.
  • Excellent customer service skills.
  • Appreciation and commitment to the importance of confidentiality.
  • Excellent working knowledge of Microsoft.
  • GDPR.
  • Working in an administrative related field.
  • ‘Can do’ attitude.
  • Team player.
  • Commitment to continuing professional development.
  • Flexibility.
  • Respect the confidential nature of the information that the postholder will have access to.
  • An understanding and ability to act with discretion.

Desirable:

  • CIPD Level 3 or equivalent.
  • Experience in using HRIS systems.
  • Working in a HR related field.
  • Working in local government.
  • 5 years office-based experience.
