About The Role
We are currently seeking a highly skilled HR Business Partner to join our public sector client based in Borehamwood. This pivotal role involves delivering a comprehensive, professional HR service that supports the organization’s strategic objectives and operational needs. As an HR Business Partner, you will work closely with various departmental managers, providing expert advice on people management, employment law, and organizational change initiatives. Your role will be instrumental in fostering a positive workplace environment, implementing HR policies, and driving initiatives that enhance employee engagement, wellbeing, and development.
Qualifications
- Minimum of Level 5 CIPD qualification or equivalent experience in HR or related fields.
- Proven experience within the public sector or local government environment.
- Extensive experience managing 360 employee relations casework, including disciplinaries, grievances, and performance management.
- Strong knowledge of employment law, HR best practices, and organizational change management.
- Experience in policy development, review, and implementation.
- Demonstrated ability to lead TUPE transfers and manage change projects effectively.
- Excellent communication, stakeholder management, and analytical skills.

Responsibilities
- Provide expert HR advice and guidance to managers on employee relations, employment legislation, and best practices.
- Manage a broad spectrum of employee relations issues, including disciplinary actions, grievances, absence management, and performance concerns.
- Support organizational change initiatives such as restructures, redundancies, and TUPE transfers, ensuring compliance and smooth transitions.
- Develop, review, and implement HR policies and procedures aligned with organizational objectives and legal requirements.
- Lead and support recruitment activities, onboarding processes, and workforce planning efforts to ensure staffing needs are met effectively.
- Design, deliver, and evaluate learning and development programs to enhance staff skills and career development.
- Produce workforce reports and HR analytics to inform strategic decision-making and improve HR service delivery.
- Promote initiatives focused on employee wellbeing, diversity, and inclusion to foster a positive and inclusive workplace culture.
- Manage HR projects and contribute to the delivery of the organization’s People Strategy, ensuring alignment with organizational goals.
- Build strong relationships with stakeholders across departments and collaborate with trade unions where necessary to support organizational objectives.

- Competitive salary ranging from £44,663 to £50,632, depending on experience.
- Standard working hours from 9am to 5.15pm Monday to Thursday and 9am to 5pm on Friday, with flexible WFH arrangements up to three days per week.
