We’re looking for an experienced HR Business Partner / Manager to support a large government contract undergoing significant transformation and people change.


Role Overview

This is a senior, client-facing role working closely with Operational Leadership, Programme Management, and wider stakeholders to support organisational redesign, workforce transition, consultation activity, employee relations, and change communications across a complex and fast-paced environment.

The successful candidate will operate at Senior Leadership Team level and will need strong stakeholder relationship skills, practical experience of people change, and a confident understanding of TUPE, organisational change, and employee relations.


What you’ll be doing:

  • Lead and support people change activity across a large-scale contract transformation programme.
  • Partner closely with Senior Leadership, Operational Leadership, and Programme Management teams.
  • Support organisational redesign, restructuring, and workforce planning activity.
  • Lead and support workforce transition and consultation processes.
  • Provide guidance on complex employee relations matters, including policy interpretation, ER case management, TUPE, and union engagement.
  • Support the implementation of people initiatives aligned to the client’s target operating model and wider transformation objectives.
  • Identify and manage employment, compliance, and operational people risks.
  • Provide professional HR advice that balances employee considerations, commercial priorities, and business requirements.
  • Build strong relationships with senior leaders and managers, influencing decisions and supporting people strategy.
  • Support change communications and help ensure employees and stakeholders remain informed throughout the transition.
  • Work with operational and HR teams to identify people-related risks, gaps, and opportunities for improvement.
  • Coach and support managers and HR colleagues to help embed sustainable change across the organisation.

What we’re looking for:

  • Significant experience operating as an HR Business Partner, HR Manager, People & Culture Business Partner, or senior HR Generalist.
  • Proven experience delivering large-scale organisational change, workforce transformation, or restructuring programmes.
  • Strong practical experience of TUPE transfers.
  • Strong employee relations and consultation experience, ideally within complex or unionised environments.
  • Experience supporting organisational design, workforce planning, and Target Operating Model implementation.
  • Strong stakeholder management skills, with proven experience influencing senior leaders and supporting senior-level decision making.
  • Strong understanding of change management and the people impacts of transformation.
  • Experience working in complex, fast-paced, or newly mobilised environments.
  • Strong organisational, planning, and programme coordination capability.
  • Excellent verbal and written communication skills, with the confidence to influence and coach stakeholders at all levels.
  • Experience within Facilities Management, outsourced services, Central Government, or another large operational environment would be highly desirable.
  • CIPD qualification and/or degree-level education would be advantageous.
