Transport for London HR Business Partner Opportunity

Transport for London is seeking an experienced HR Business Partner to support a complex, highly regulated, and unionised business area during a period of maternity leave cover.

About the Role

Working closely with the Senior HR Business Partner, you will provide expert people advice, coaching, and challenge to leaders while helping to deliver key people priorities across the business. This is a varied role where you will influence organisational performance, support employee relations activity, lead people-focused change initiatives, and drive effective people management practices.

Key Responsibilities

  • Partner with senior leaders and managers to deliver people plans and HR priorities aligned to business objectives.
  • Provide expert guidance on performance management, employee relations, and people-related decision making.
  • Coach, influence, and challenge leaders to improve organisational effectiveness and people outcomes.
  • Support consultation, negotiation, and employee relations activities, including engagement with Trade Union representatives.
  • Lead and support organisational change initiatives, restructures, and transformation programmes.
  • Interpret and apply HR policies, frameworks, and reward structures consistently and effectively.
  • Use workforce data, trends, and insights to identify risks, recommend interventions, and drive business improvement.
  • Work collaboratively with HR Centres of Excellence, Employee Relations Specialists, and wider People teams to deliver integrated solutions.
  • Ensure effective implementation of TfL people initiatives and strategic priorities.

About You

You are a proactive, commercially aware HR professional who can confidently work with ambiguity and manage complex stakeholder relationships.

You will be comfortable challenging constructively, influencing senior leaders, and delivering practical people solutions in a fast-paced environment.

Essential Experience

  • Significant experience within an HR Business Partner or Senior HR Advisor role.
  • Experience working in complex, regulated, and/or highly unionised organisations.
  • Strong employee relations expertise, including consultation and negotiation processes.
  • Proven track record of supporting organisational change, restructures, or transformation programmes.
  • Experience coaching managers on performance management, employee relations, and people issues.
  • Ability to analyse information, identify root causes, and recommend effective interventions.
  • Strong stakeholder management and influencing skills.

Desirable

  • Experience working within Transport, Public Sector, Local Government, Aviation, Construction, Retail, Utilities, or similarly complex organisations.
  • Exposure to policy development and implementation.
  • Knowledge of Trade Union legislation and industrial relations frameworks.
  • CIPD qualification or equivalent professional qualification.

What You'll Be Doing Day-to-Day

  • Supporting performance and reward discussions across the business.
  • Coaching managers through difficult people and performance challenges.
  • Advising on HR policies, frameworks, and best practice.
  • Managing stakeholder expectations and providing constructive challenge where needed.
  • Supporting consultation exercises and employee relations activity.
  • Contributing to business change and restructuring programmes.
  • Building strong partnerships with leaders, HR colleagues, and Trade Union representatives.

Working Pattern

  • Hybrid working model with approximately 50% office attendance.
  • Core team office days are Wednesday and Thursday.
  • Main office location: Palestra House, Southwark.
  • Occasional travel to other TfL locations including Victoria, Stratford, and North Greenwich.
