Role Overview
The HR Operating Model Design Lead will design and shape target-state HR operating models for client organisations — defining how HR services, structures, roles, processes, and technology should work together to deliver value. This is a senior, client-facing consulting role combining strategic design thinking with practical delivery experience.
Key Responsibilities
- Lead the design of HR operating models, including service delivery models (e.g. shared services, centres of excellence), organisational structures, and role architecture
- Facilitate workshops with senior client stakeholders to diagnose current-state HR functions and co-create future-state designs
- Develop process maps, RACI models, and governance frameworks that underpin the new operating model
- Advise on the sizing, structure, and location strategy for HR teams (e.g. shared services, outsourcing, global business services)
- Work closely with technology, change management, and workforce planning teams to ensure the operating model integrates with HRIS/systems strategy
- Produce business cases, target operating model blueprints, and implementation roadmaps
- Manage relationships with senior client sponsors
- Mentor and guide junior consultants/analysts within the engagement team
- Contribute to proposal writing, business development, and thought leadership on HR transformation

Required Skills & Experience
- Proven experience designing and implementing HR operating models within a consultancy or in-house transformation environment
- Strong understanding of HR service delivery models (shared services, COEs, business partnering, outsourcing)
- Experience with organisational design principles: role design, span of control, layers, job architecture
- Track record of leading senior stakeholder workshops and translating ambiguous requirements into structured design outputs
- Familiarity with HR technology landscapes (e.g. Workday, SAP SuccessFactors, Oracle HCM) and how operating model design intersects with systems
- Strong analytical and process mapping skills (Visio, Lucidchart, or similar)
- Excellent stakeholder management and communication skills, comfortable operating at C-suite/senior leadership level
- Consulting background preferred, ideally within HR/People Transformation, Organisational Design, or related practice areas

- Professional qualifications (CIPD, MSP, or equivalent)
- Experience in UK government/public sector
- Experience with workforce planning and job architecture frameworks
