HR, Operations & Compliance Manager

We are recruiting for a newly created HR, Operations & Compliance Manager position for one of our leading clients based in Leeds. This is a broad, operational role with a strong focus on HR compliance, governance, policies, ISO standards, and business processes.

Working closely with the senior leadership team, you will take ownership of the organisation's compliance and governance framework, ensuring policies, procedures, and operational practices are consistently applied across the business. You will play a key role in maintaining the company's ISO standards, supporting audits, managing regulatory requirements, and driving continuous improvement across HR and operational processes.

This is an excellent opportunity for an experienced compliance, HR operations, or governance professional who enjoys being hands-on, improving processes, and ensuring that policies and procedures are embedded effectively across an organisation.

Key Responsibilities

  • Develop, implement, and maintain HR, compliance, and operational policies and procedures, ensuring they remain aligned with current legislation, regulatory requirements, and best practice.
  • Take ownership of the company's ISO standards and quality management processes, coordinating audits, maintaining documentation, and ensuring ongoing compliance.
  • Plan and conduct internal compliance and process audits across areas including Right to Work, Agency Worker Regulations (AWR), Modern Slavery, GDPR, ethical practices, and wider HR requirements.
  • Coordinate and manage external audits, inspections, and accreditation requirements, ensuring the business is fully prepared and compliant.
  • Lead GDPR and data protection activities, including DSARs, compliance training, investigations, and corrective actions.
  • Maintain robust document control, ensuring policies, procedures, and operational documentation are accurately version-controlled, reviewed, and communicated.
  • Monitor changes to employment legislation, HR regulations, and wider compliance requirements, assessing their impact on the business and updating policies accordingly.
  • Maintain supplier, agency, and third-party compliance records, ensuring appropriate agreements and documentation are in place.
  • Support the development and implementation of HR and operational processes, identifying areas for improvement and ensuring consistent application across the business.
  • Work with managers and employees to ensure policies and procedures are understood, implemented, and followed effectively.
  • Identify operational and compliance risks, investigate non-conformances, and implement appropriate corrective and preventative actions.
  • Support business continuity planning, risk management, and wider governance initiatives.
  • Prepare compliance and governance documentation for tenders, audits, accreditations, and external stakeholders.
  • Provide practical advice and guidance to senior leadership and operational teams on HR compliance, policies, governance, and risk.

Skills & Experience

The successful candidate will have experience within HR Operations, HR Compliance, Compliance, Governance, Quality, or a similar operational environment, with a strong understanding of how to implement policies and processes within a business.

  • Proven experience developing, implementing, and maintaining HR, compliance, and operational policies and procedures.
  • Strong understanding of UK employment legislation, HR compliance, and regulatory requirements.
  • Demonstrable experience working with ISO standards and quality management systems, including supporting or managing internal and external audits.
  • Experience identifying non-conformances, implementing corrective actions, and driving continuous improvement.
  • Strong understanding of GDPR, UK data protection requirements, and data governance.
  • Experience managing DSARs, data protection processes, and compliance training.
  • Experience coordinating internal and external audits, inspections, accreditations, or certification processes.
  • Strong document control and policy management experience, with excellent attention to detail.
  • Knowledge of Business Continuity Planning, risk management, and governance.
  • Experience monitoring legislative changes and translating requirements into practical policies and procedures.
  • Strong organisational and analytical skills, with the ability to manage multiple priorities across HR and operations.
  • Confident communicator with the ability to work with employees, managers, and senior leadership and ensure policies are effectively embedded.
  • A proactive, hands-on approach, with the confidence to challenge processes, identify gaps, and implement improvements.

The Opportunity

This is a newly created role offering the opportunity to have a genuine impact across HR, operations, compliance, and governance. Rather than being purely compliance-focused, the position is highly operational and will suit someone who enjoys taking ownership, improving processes, and making sure policies and standards work effectively in practice.

You will play a key role in maintaining the organisation's ISO standards, strengthening HR and operational governance, ensuring legislative compliance, and embedding best practice across the business.
