Job Summary
The HR Operations & Payroll Manager will lead, direct and manage the day-to-day HR Operations and Administration activities for the Bank. They will act as the first point of contact for HR-related queries from colleagues and relevant external partners. This role will manage the administration activities for HR general administration, payroll and recruitment. Additionally, this role will manage the recruitment activity across the Bank working closely with HRBPs and Line Managers where relevant.
This role will manage a HR & Payroll Administrator role, providing management support and guidance, directing their activities and providing performance and development support.
Key Work Outputs and Accountabilities
- Provide oversight and guidance to the development and monitoring of processes and procedures related to recruitment, HR Administration, Payroll and other processes as necessary.
- Manage the HR general queries mailbox, completing tasks and responding to queries as required.
- Manage all HR administration activities, ensuring processes and procedures are fit for purpose.
- Manage the up-to-date maintenance of personnel records, ensuring the proper management of HR documents such as employment records, onboarding documents and updating internal databases.
- Own the management of our Recruitment processes and procedures, ensuring all recruitment activities are completed and managed within agreed timeframes and to a high standard.
- Own the relationship with recruitment agencies, maintain our Preferred Supplier List and complete performance reviews of our recruitment agencies at least annually.
- Complete all onboarding HR activities, including but not limited to screening checks, issuing contracts, systems access, etc.
- Manage the completion of all payroll input and checking, directing and overseeing activities completed by the HR & Payroll Administrator.
- Manage the payroll processes working closely with the Payroll & MI Analysis Manager to ensure the payroll is completed accurately and on time. Including all annual payroll/benefits actions (e.g. P11d).
- Manage the Rep Office payrolls working in partnership with the local payroll providers and the Finance team.
- Manage our external supplier relationships in relation to our HR system, payroll provider, recruitment, screening, and our benefits systems, including completing service reviews as agreed.
- Manage the completion of all payroll checklists ensuring all activities are completed and all processes and procedures are followed with accurate record keeping where required.
- Ensure all administration BAU activities are completed accurately and to agreed timeframes (e.g. Headcount/staff lists, organisation chart updates, control dashboard, controls testing, authorised signatures, leavers IT equipment & pass checks, HR corporate card expenses, etc).
- Manage the exit interview process, providing monthly reporting and ensuring all areas of concern are raised with the relevant HRBP.
- Manage the production of all HR letters, contracts and other HR documentation, ensuring annual reviews of content is undertaken with version control and updates being communicated appropriately.
- Manage probationary periods timeframes through ensuring checking and reporting is completed and Line Managers are notified of required actions within a reasonable timeframe. Additionally, ensure all probationary paperwork is provided at the appropriate time.
- Manage our responses to all reference requests. Liaising with Compliance on any Regulatory Reference requests.
- Respond to any Audit requests for information, working closely and coordinating across the HR team where appropriate.
- Manage Error Logs for all areas of responsibility ensuring all identified errors are investigated to understand the root cause and identify sustainable long term solutions.
- Manage our document retention processes and procedures, own the document retention schedule and work closely with the wider HR team to ensure adherence to the schedule.
- Provide leadership and management to the HR & Payroll Administrator role, setting the individual up to succeed and providing ongoing developmental support.
- Own and complete ad hoc projects as requested.

Required Qualifications and Experience

- Proven experience with HR processes and procedures
- Current knowledge of local labour laws and regulations governing Human Resources
- Familiarity with defining challenges, establishing facts, analysing situations and making decisions
- Experience in project management would be an advantage
- Proficient in MS Office
- Excellent communication and negotiation skills
- Ability to build rapport with colleagues and vendors
- Experience in application of HR systems and programmes
- Professional certification is a plus but not required
