About The Role

We are seeking an experienced HR and Payroll Transactions Officer to join our busy and fast-paced Personnel Services team within a local authority. This part-time position offers an excellent opportunity for a professional with a solid background in HR and payroll administration to contribute to a vital function within a public sector organization. The successful candidate will be responsible for delivering accurate and efficient HR and payroll transactional services across the full employee lifecycle, supporting employees, schools, and external clients. This role requires a detail-oriented individual who can handle high volumes of transactions while maintaining a high standard of service and compliance.

Qualifications

The ideal candidate will possess significant experience working within HR and payroll administration, demonstrating a comprehensive understanding of processes, policies, and employment terms. A relevant qualification such as NVQ Level 3, A-Level, or equivalent experience is essential. Proficiency in using complex integrated HR and payroll systems is required, along with strong numeracy skills and confidence in performing detailed calculations. Advanced IT skills, particularly in Excel, Word, Outlook, and PowerPoint, are necessary to support reporting and documentation tasks. The candidate should also possess excellent organizational skills, the ability to prioritize competing demands, and work effectively under strict deadlines. Strong analytical, problem-solving, and communication skills are vital to succeed in this role, along with a customer-focused approach and the ability to build strong working relationships.

Responsibilities

  • Processing starters, leavers, and contractual changes to ensure accurate employee records.
  • Managing overtime, casual hours, mileage, and expenses to support payroll accuracy.
  • Handling maternity, paternity, and other employee-related transactions with sensitivity and compliance.
  • Processing tax notifications, student loans, and statutory deductions to adhere to legal requirements.
  • Calculating redundancy payments and supporting pension administration, including LGPS and Teachers' Pension schemes.
  • Processing auto-enrolment and pension re-enrolment activities in line with regulations.
  • Producing accurate employment contracts and related documentation for employees.
  • Maintaining up-to-date employee records within the HR and payroll systems, ensuring data integrity.
  • Providing advice and guidance to managers and employees on terms and conditions, policies, and procedures.
  • Monitoring sickness absence and supporting HR colleagues with related administrative tasks.
  • Producing reports and assisting in the continuous improvement of HR and payroll processes to enhance efficiency and accuracy.
