About The Role

We are currently seeking an experienced HR and Payroll Transactions Officer to join our busy and fast-paced Personnel Services team within a local authority. This part-time position offers an excellent opportunity for a detail-oriented professional with a strong background in HR and payroll administration to contribute to a vital service that supports a diverse range of employees, schools, and external clients. The successful candidate will be responsible for delivering accurate and efficient transactional HR and payroll services across the entire employee lifecycle, ensuring compliance with relevant policies, procedures, and statutory requirements. This role requires a proactive individual who can manage multiple priorities effectively and provide exceptional support and guidance to colleagues and stakeholders.

Qualifications

The ideal candidate will possess significant experience in HR and payroll administration, demonstrating a thorough understanding of HR processes, payroll procedures, and employment terms and conditions. A relevant qualification such as NVQ Level 3, A-Level, or equivalent experience is essential. Proficiency in using complex integrated HR and payroll systems is required, along with strong numeracy skills capable of handling detailed calculations accurately. Advanced IT skills, including expertise in Excel, Word, Outlook, and PowerPoint, are necessary to produce reports, documentation, and manage data effectively. The candidate should also demonstrate excellent organizational skills, strong analytical and problem-solving abilities, and the capacity to work under pressure while maintaining accuracy. Effective communication skills, both written and verbal, are essential for providing advice, guidance, and building positive working relationships with colleagues and clients.

Responsibilities

  • Processing starters, leavers, and contractual changes to ensure accurate employee records and payroll updates.
  • Managing employee-related transactions such as overtime, casual hours, mileage, and expenses with precision.
  • Handling maternity, paternity, and other employee-related adjustments and notifications.
  • Processing tax notifications, student loans, statutory deductions, and ensuring compliance with relevant legislation.
  • Calculating redundancy payments and supporting pension administration, including LGPS and Teachers' Pension schemes.
  • Processing auto-enrolment and pension re-enrolment requirements in line with statutory regulations.
  • Producing accurate employment contracts, correspondence, and other HR documentation.
  • Maintaining comprehensive and up-to-date employee records within the HR and payroll system.
  • Providing expert advice and guidance on terms and conditions, HR policies, and procedures to staff and management.
  • Monitoring sickness absence, supporting HR colleagues with related administrative tasks, and ensuring accurate record-keeping.
  • Producing reports to support management decision-making and identifying opportunities for process improvements.
  • Supporting the continuous development and refinement of HR and payroll processes to enhance service delivery.
