About The Role
We are currently seeking an experienced HR and Payroll Transactions Officer to join our dynamic Personnel Services team within a local authority. This is a part-time position, offering 30 hours per week, ideal for professionals looking to contribute their expertise in a high-volume, fast-paced environment. In this role, you will be responsible for managing a comprehensive range of HR and payroll transactional services, supporting employees, educational institutions, and external clients. Your primary focus will be on ensuring the accuracy, efficiency, and compliance of all HR and payroll processes throughout the employee lifecycle.
Qualifications
The ideal candidate will possess significant experience in HR and payroll administration, with a solid understanding of relevant policies, procedures, and employment terms. A qualification such as NVQ Level 3, A-Level, or equivalent practical experience is essential. Candidates should demonstrate strong numeracy skills, confidence in performing detailed calculations, and proficiency with complex HR and payroll systems. Advanced IT skills, particularly in Excel, Word, Outlook, and PowerPoint, are required. Additionally, excellent organizational, analytical, and communication skills are vital to succeed in this role. A customer-focused approach and the ability to work calmly under pressure are also important attributes.

Responsibilities
- Processing new starters, leavers, and contractual amendments accurately and efficiently.
- Managing employee-related transactions such as overtime, casual hours, mileage claims, and expenses.
- Handling maternity, paternity, and other employee-related changes in accordance with policies and legislation.
- Processing tax notifications, student loans, and statutory deductions to ensure compliance with legal requirements.
- Calculating redundancy payments and supporting pension administration, including LGPS and Teachers' Pension schemes.
- Managing auto-enrolment and re-enrolment processes to ensure pension scheme compliance.
- Producing accurate employment contracts and related documentation for employees.
- Maintaining and updating employee records within the HR and payroll systems to ensure data integrity.
- Providing advice and guidance to employees and managers regarding terms, conditions, policies, and procedures.
- Monitoring sickness absence and assisting HR colleagues with related administrative tasks.
- Producing reports to support decision-making and process improvements within HR and payroll functions.
