About The Role

We are currently seeking an experienced HR and Payroll Transactions Officer to join a busy and dynamic Personnel Services team within a local authority. This part-time position offers an excellent opportunity for professionals with a strong background in HR and payroll administration to contribute to a vital public sector organization. The successful candidate will play a key role in providing comprehensive transactional support across the entire employee lifecycle, ensuring accuracy, efficiency, and compliance in all HR and payroll processes. Working 30 hours per week, the role requires a detail-oriented individual who thrives in a fast-paced environment and is committed to delivering high-quality service to employees, schools, and external stakeholders.

Qualifications

The ideal candidate will possess significant experience in HR and payroll administration, demonstrating a thorough understanding of processes, policies, and employment terms. Relevant qualifications such as NVQ Level 3, A-Level, or equivalent experience are essential. Proficiency in using complex integrated HR and Payroll systems is required to ensure accurate data processing and record management. Strong numeracy skills are vital for detailed calculations, including redundancy payments and statutory deductions. Advanced IT skills, especially in Excel, Word, Outlook, and PowerPoint, are necessary to produce reports, documentation, and support process improvements. The candidate should also have excellent organizational skills, enabling them to prioritize tasks effectively and meet strict deadlines. Strong analytical and problem-solving abilities, coupled with excellent communication skills, will ensure successful stakeholder engagement and service delivery. A customer-focused approach and the ability to remain calm under pressure are crucial for success in this role.

Responsibilities

  • Processing starters, leavers, and contractual changes to ensure accurate employee records.
  • Managing overtime, casual hours, mileage, and expenses to facilitate timely reimbursements.
  • Handling employee-related transactions such as maternity, paternity, and other leave types.
  • Processing tax notifications, student loans, and statutory deductions to ensure compliance with legal requirements.
  • Calculating redundancy payments accurately and efficiently.
  • Supporting pension administration, including LGPS and Teachers' Pension schemes, ensuring correct contributions and enrollments.
  • Managing auto-enrolment and pension re-enrolment procedures in line with statutory obligations.
  • Producing accurate employment contracts and related documentation for new and existing employees.
  • Maintaining up-to-date and precise employee records within the HR and Payroll system.
  • Providing guidance and advice to employees and managers on terms and conditions, policies, and procedures.
  • Monitoring sickness absence and assisting HR colleagues with related administrative tasks.
  • Generating reports to support decision-making and process improvement initiatives within HR and payroll functions.
