About The Role

We are currently seeking an experienced HR and Payroll Transactions Officer to join our dynamic Personnel Services team within a reputable local authority. This is a part-time position, offering 30 hours per week, designed for a professional who thrives in a fast-paced environment and is detail-oriented. The successful candidate will be responsible for delivering accurate and efficient HR and payroll transactional services throughout the full employee lifecycle. This role involves supporting employees, schools, and external clients by managing a wide range of HR and payroll processes, ensuring compliance with relevant policies and legislation.

Qualifications

The ideal candidate will possess significant experience in HR and payroll administration, with a strong understanding of processes, policies, and employment terms. A relevant qualification such as NVQ Level 3, A-Level, or equivalent experience is preferred. Candidates should demonstrate proficiency with complex integrated HR and payroll systems, along with advanced IT skills, particularly in Excel, Word, Outlook, and PowerPoint. Strong numeracy skills are essential for performing detailed calculations accurately. Additionally, excellent organizational abilities, analytical thinking, and effective communication skills are crucial for success in this role. A customer-focused approach and the ability to build strong working relationships will also be highly valued.

Responsibilities

  • Processing starters, leavers, and contractual changes accurately and efficiently.
  • Managing overtime, casual hours, mileage claims, and expense reimbursements.
  • Handling employee-related transactions such as maternity, paternity, and other leave entitlements.
  • Processing tax notifications, student loans, and statutory deductions to ensure compliance with legal requirements.
  • Calculating redundancy payments in accordance with relevant regulations.
  • Supporting pension administration, including LGPS and Teachers' Pension scheme requirements.
  • Managing auto-enrolment and pension re-enrolment processes.
  • Producing accurate employment contracts and related documentation.
  • Maintaining comprehensive and up-to-date employee records within the HR and payroll systems.
  • Providing guidance and advice on terms and conditions, policies, and procedures to staff and management.
  • Monitoring sickness absence and assisting HR colleagues with related administrative tasks.
  • Generating reports to support decision-making and process improvement initiatives.
  • Continuously reviewing and enhancing HR and payroll processes to increase efficiency and accuracy.
