About The Role
We are currently seeking an experienced HR and Payroll Transactions Officer to join our dynamic Personnel Services team within a local authority. This part-time position offers an excellent opportunity for professionals who possess a strong background in HR and payroll administration and thrive in high-volume, fast-paced environments. The successful candidate will be responsible for managing a wide range of employee transactions, ensuring accuracy, compliance, and timely processing across the entire employee lifecycle. This role requires a detail-oriented individual with excellent organizational skills and the ability to provide high-quality service to employees, schools, and external clients.
Qualifications
The ideal candidate will have significant experience in HR and payroll administration, demonstrating a thorough understanding of related processes, policies, and employment terms. A relevant qualification such as NVQ Level 3, A-Level, or equivalent practical experience is essential. Proficiency in using complex integrated HR and Payroll systems is required, along with strong numeracy skills and confidence in performing detailed calculations. Advanced IT skills, particularly in Excel, Word, Outlook, and PowerPoint, are necessary to support reporting and process improvements. The candidate should possess excellent communication skills, both written and verbal, and demonstrate strong organizational abilities to manage multiple priorities effectively. A customer-focused attitude and the capacity to remain calm and precise under pressure are critical for success in this role.

Responsibilities
- Processing starters, leavers, and contractual changes to ensure accurate employee records and payroll data.
- Managing overtime, casual hours, mileage claims, and expenses to facilitate timely reimbursements.
- Handling employee-related transactions such as maternity, paternity, and other leave arrangements.
- Processing tax notifications, student loans, and statutory deductions to ensure compliance with legal requirements.
- Calculating redundancy payments accurately and efficiently.
- Supporting pension administration activities, including LGPS and Teachers' Pension schemes, ensuring compliance with pension regulations.
- Managing auto-enrolment and pension re-enrolment processes in line with legislative requirements.
- Producing accurate employment contracts and related documentation for new and existing employees.
- Maintaining comprehensive and up-to-date employee records within the HR and Payroll systems.
- Providing expert advice and guidance on employment terms, policies, and procedures to staff and management.
- Monitoring sickness absence and assisting HR colleagues with related administrative tasks.
- Generating reports to support decision-making and process improvements within the HR and payroll functions.
