We are Hiring: HR Policy Consultant – Dudley Council (Hybrid)

Location: Dudley Council (Hybrid)

Contract: 4 Months

Rate: £350 per day

IR35: Outside IR35

Role Overview

Dudley Council is seeking an experienced HR Policy Consultant to review, modernise, and update its HR policy framework. Working closely with the HR team, you will ensure policies are legally compliant, aligned with best practice, and compatible with the Council's digital Co-Pilot environment while enhancing the manager experience.

Key Responsibilities

  • Review, refresh, and update all HR policies and procedures.
  • Collaborate with the existing HR team to co-develop new and revised policy documents.
  • Ensure HR policies are compatible with the Council's Co-Pilot environment for digital guidance.
  • Improve manager guidance and processes relating to performance management, absence management, appraisals, and objectives.
  • Ensure policies comply with current UK employment legislation and local government best practice.
  • Engage with stakeholders to gather requirements and support policy implementation.

Essential Skills & Experience

  • Proven experience developing and reviewing HR policies within the public sector or local government.
  • Strong knowledge of UK employment law and HR best practice.
  • Experience updating policies covering performance, attendance, appraisal, disciplinary, and capability.
  • Excellent stakeholder management and communication skills.
  • Ability to produce clear, practical, and user-friendly policy documentation.
  • Experience supporting digital HR initiatives or AI-enabled policy frameworks is desirable.
