HR Shared Services & Compliance Manager

Location: Birmingham

Contract: 6-month FTC, with potential for a permanent appointment

Working pattern: 3 days per week in the Birmingham office

We are currently recruiting for an HR Shared Services & Compliance Manager to join a leading professional services organisation in Birmingham.

This is a HR leadership role with responsibility for two closely connected functions: HR Shared Services and HR Compliance. Reporting to the Head of HR Services, you will lead a team responsible for delivering effective employee lifecycle processes across a global organisation, while overseeing a specialist function covering areas including immigration, right to work, pre-employment vetting, data privacy, information security, and professional regulatory requirements.

A key priority will be to modernise and improve HR service delivery, identifying opportunities to streamline processes, strengthen controls, and make better use of technology, automation, and AI.

You will also work closely with senior stakeholders across HR, Payroll, HR Systems, Privacy, Information Security, Finance, and IT to improve the end-to-end employee experience and ensure effective governance.

Key Responsibilities

  • Provide strategic and operational leadership across HR Shared Services and HR Compliance.
  • Lead and develop managers and specialist HR teams, creating a culture of high performance and continuous improvement.
  • Oversee the delivery of global HR operations and employee lifecycle processes.
  • Drive process improvement, automation, and the use of AI to enhance HR service delivery.
  • Partner with HR Systems to maximise the organisation's HR technology, including Oracle HCM.
  • Lead HR compliance activity, including risk management, audits, controls, and regulatory requirements.
  • Provide senior oversight of UK immigration, right to work, and sponsorship requirements.
  • Support HR data privacy and Data Subject Rights Requests, working closely with the Privacy team.
  • Oversee employee vetting and relevant information security processes.
  • Build strong relationships with senior stakeholders across the wider business.
  • Develop KPIs, service measures, and management information to monitor performance and identify risk.
  • Lead and contribute to strategic HR projects arising from business, regulatory, and technology change.
  • Manage third-party advisers and suppliers where required.

You will ideally have:

  • Significant experience leading HR Shared Services or HR Operations teams.
  • Experience leading managers or team leaders and developing specialist teams.
  • Strong knowledge of UK right to work, immigration, and sponsorship requirements.
  • Experience of HR compliance, risk, controls, audit, and regulatory obligations.
  • A track record of delivering process improvement and organisational change.
  • Experience working with HRIS technology; Oracle HCM experience would be advantageous.
  • Good knowledge of UK GDPR, the Data Protection Act 2018, and employee data processes.
  • Experience working across multiple jurisdictions or within a global HR environment is desirable.
  • Professional services or financial services experience would be advantageous.
