HR Systems & MI Lead
Salary: £45,529 – £50,908
Grade: F16 | Directorate: Resources
Reports to: HR Operations & Services Partner
Location: East Midlands / EMCCA region
About the role
The East Midlands Combined County Authority (EMCCA) is looking for an experienced and analytical HR Systems & MI Lead to help develop a modern, data-driven HR function.
This is a specialist role at the heart of our HR systems, workforce reporting and people analytics. You will ensure our HR data is accurate, accessible and used effectively to support organisational planning, informed decision-making and continuous improvement.
You will take ownership of EMCCA’s HR systems and management information, developing dashboards and workforce insights that help leaders understand key trends across areas such as recruitment, turnover, absence and diversity and inclusion.
You will also play a key role in improving how our HR systems and digital processes work, identifying opportunities for automation, better data flows and more efficient ways of working.
What you'll be doing
You will:
- Lead the development of HR dashboards and management information, using tools such as Power BI to turn workforce data into clear and meaningful insight.
- Analyse workforce information to identify trends, risks and opportunities and provide evidence-based recommendations to senior leaders and colleagues.
- Produce regular and ad hoc workforce reports to support business planning, operational decision-making and corporate priorities.
- Act as EMCCA’s HR systems superuser, providing advice, troubleshooting and support to HR colleagues and system users.
- Lead the configuration, development and continuous improvement of HR systems, ensuring they meet operational, reporting and compliance requirements.
- Maintain key system structures, including organisational hierarchies, posts, workflows and reference data.
- Manage integrations between HR systems and other corporate platforms, including payroll, finance and learning systems.
- Work closely with system providers, managing enhancements, upgrades and the resolution of technical issues.
- Lead HR data quality and assurance activity, including audits, validation and data cleansing.
- Identify opportunities for automation, workflow optimisation and digital transformation to improve efficiency and employee experience.
- Support audit and compliance requirements, ensuring HR data is managed securely and in line with data protection legislation.
- Work collaboratively with HR, IT, Finance and external partners to deliver effective digital and data solutions.

About you
We are looking for someone who combines strong analytical skills with practical experience of HR systems and workforce data.
You will be confident working with complex datasets and turning information into clear, accessible insight that can support better organisational decisions. You will have experience developing dashboards and reports, ideally using Power BI, and be comfortable presenting findings to a range of stakeholders.
You will bring:
- Strong analytical and problem-solving skills, with experience interpreting complex workforce data.
- Proven experience of HR systems administration, development or optimisation.
- Experience designing dashboards and presenting workforce information in a clear and engaging way.
- The ability to translate data into meaningful narrative, insight and practical recommendations.
- Experience with HRIS platforms, Power BI and Microsoft 365.
- A good understanding of HR processes including recruitment, absence, performance and payroll interfaces.
- Experience implementing HR systems or delivering system improvement projects.
- Strong communication and stakeholder management skills.
- An understanding of data governance, HR compliance and data protection.
- A degree or equivalent qualification, or relevant professional experience, is required. Qualifications or training in HR, data analytics or systems would be desirable.
