Masdar is the UAE’s clean energy champion and one of the largest companies of its kind in the world, advancing the development and deployment of renewable energy and green hydrogen technologies to address global sustainability challenges. Established in 2006, Masdar is today active in over 40 countries, helping them to achieve their clean energy objectives and advance sustainable development.

Masdar is jointly owned by Abu Dhabi National Oil Company (ADNOC), Mubadala Investment Company (Mubadala), and Abu Dhabi National Energy Company (TAQA), and under this ownership the company is targeting a renewable energy portfolio capacity of at least 100 gigawatts (GW) by 2030 and an annual green hydrogen production capacity of up to 1 million tonnes by the same year.

Job Description

Ensure safe, high-quality, legally compliant delivery of onshore enabling and offshore works. Provide end-to-end HSE support across construction, commissioning and operations, including CDM 2015 client-duty support and Principal Contractor oversight, to mitigate Global Offshore Wind & UK liabilities across the UK and international portfolio. This role is seconded to DBS project.

Responsibilities

HSE Capability Building

  • Ensure successful & safe delivery of onshore and offshore construction activities in alignment with Masdar’s Global Offshore Wind & UK HSE strategy, by embedding corporate HSE policies, practices, and procedures into daily operations and contractor engagements.
  • Foster continuous improvement and proactive safety leadership.
  • Stay current with offshore H&S legislation and industry best practices, providing updates and guidance to project teams and contractors.

Health & Safety Project Scope

  • Deliver project-specific Health, Safety and Environment (HSE) Plan in alignment with CDM 2015 compliance across onshore and offshore activities and UK onshore construction interfaces/packages. Engage regularly with Tier 1 and Tier 2 contractors, both on-site and remotely, to ensure alignment with project HSE standards.
  • Provide on-site HSE presence and oversight of contractors to ensure compliance with contract and legal requirements, including regular site inspections, HSE tours, and audits. Identify unsafe acts/conditions and follow up with responsible duty holders to ensure timely closeout.
  • Support and contribute to behavioral safety initiatives, safety campaigns, and cultural improvement programs across onshore and offshore teams.
  • Monitor and report on HSE performance metrics, including incident KPIs and trend analysis, identifying opportunities for continuous improvement.
  • Provide support to onshore enabling sites such as marshalling yards and logistics hubs including onshore converter station and onshore cable route interface sites, when required.
  • Support project teams in achieving high H&S performance, ensuring safe execution of marine operations such as, but not limited to, foundation installation, cable laying, and turbine commissioning.
  • Promote a strong safety culture through training, mentoring, and active engagement with all personnel involved in construction activities.

Risk Management

  • Coordinate and lead regular HSE audits across the project areas (e.g., vessel inspections, jack-up rigs, cable-lay vessels, substations), and where applicable onshore converter station and onshore cable route sites, oversee implementation of corrective actions, and maintain a dynamic project risk register.
  • Provide specialist HSE advice to construction teams (onshore and offshore) and office-based engineering personnel on risk management and safety planning.
  • Review and assess contractor documentation, including risk assessments, method statements, lifting plans, and relevant HSE arrangements / Construction Phase Plan inputs, for compliance and effectiveness.
  • Maintain and update the project risk register and follow up with responsible duty holders to ensure timely closeout of issues.

Incident Investigations and Root Cause Analysis

  • Lead and support incident investigations, including root cause analysis and development of corrective and preventative actions.
  • Lead investigations into project site incidents and near misses, developing lessons learned and sharing insights with key stakeholders to mitigate recurrence.

Stakeholder Management

  • As necessary, engage with regulatory bodies and marine authorities (e.g., HSE UK, MCA, MMO) on onshore and offshore safety matters, ensuring timely reporting and resolution of compliance issues.
  • Liaise with internal and external stakeholders, including regulatory bodies, to ensure compliance and effective communication on HSE matters.

Qualifications

Preferred Qualifications

  • Bachelor's degree in a H&S discipline (such as Environmental Science, Safety Engineering) or a closely related field. Electrical engineer is in advantage.
  • IOSH Managing Safely or equivalent health and safety qualification (highly desirable).
  • NEBOSH National General Certificate or NEBOSH Construction Certificate (or equivalent Level 3+ HSE qualification).
  • BOSIET/FOET with CA-EBS – Required if/when offshore attendance is expected.
  • GWO Certifications: Working at Heights, Sea Survival, Fire Awareness, First Aid, Manual Handling. OGUK Offshore Medical Certificate –Required if/when offshore attendance is expected.
  • CDM 2015 Awareness/Training – Understanding of roles and responsibilities under UK Construction (Design and Management) Regulations. ISO 45001 Lead Auditor qualification – Desirable.

Preferred Experience

  • Minimum 5 years of HSE experience, with at least 2–3 years in onshore and offshore construction, preferably in wind, oil & gas, or marine infrastructure.
  • Proven track record of conducting onshore/offshore audits, inspections, and incident investigations.
  • Experience working with Tier 1 and Tier 2 contractors in a multi-package, multi-location onshore and offshore environment.
  • Familiarity with offshore installation activities such as foundation, cable laying, turbine erection, and commissioning.
  • Experience supporting onshore enabling sites (e.g., marshalling yards, fabrication facilities) is a plus.

Job-Specific Skills

  • Strong knowledge of UK HSE legislation, including CDM 2015, PUWER, LOLER, and MARPOL.
  • Ability to critically review contractor documentation (RAMS, lifting plans, risk registers).
  • Excellent communication and stakeholder engagement skills, flexible and able to work in multi-cultural and multi-discipline environment.
  • Proficient in incident investigation techniques (e.g., 5 Whys, Root Cause Analysis).
  • Skilled in using digital tools for reporting, remote engagement (e.g., MS Teams), and data analysis.
  • Strong problem-solving and decision-making skills to apply in high-pressure offshore environment.
  • Committed to continuous improvement and safety culture development.
