Health, Safety & Environment (HSE) Manager

LOCATION: TSOC / Any UK Mainland Location

We're looking for a Health, Safety & Environment (HSE) Manager who will provide operational health, safety and environmental support across the client account, ensuring compliance with legal, statutory, contractual and company requirements.
The role acts as the primary point of contact for all day-to-day HSE matters across the contract and works collaboratively with operational teams and client stakeholders to drive a positive safety culture and continuous improvement in HSE performance.
The HSE Manager will monitor compliance with Group policies, procedures and the Integrated Management System (IMS), undertake audits and inspections, support risk management activities, investigate incidents, and provide professional advice to managers and employees across the contract.
Whilst TSOC has been nominated as the standard location, this role can be delivered from any location within mainland UK.
Role Responsibilities
Health, Safety & Environmental Compliance
- Act as the first point of contact for all health, safety and environmental matters across the client account.
- Support the implementation and maintenance of Group HSE policies, procedures and standards.
- Provide competent advice and guidance to operational management and employees on HSE matters.
- Monitor compliance with legal, statutory, contractual and client-specific HSE requirements.
- Support the development, review and implementation of risk assessments, safe systems of work and permit-to-work processes.
- Promote and support environmental management initiatives, including waste management, pollution prevention and sustainability objectives.
Audits, Inspections & Assurance
- Undertake planned and ad hoc site inspections across all contract locations.
- Carry out compliance audits against Group standards, client requirements and relevant legislation.
- Identify areas of non-compliance and improvement opportunities.
- Produce inspection and audit reports and monitor corrective actions through to closure.
- Support internal and external audits, including client and certification audits.
Incident Management & Investigation
- Lead and support the investigation of accidents, incidents, near misses and environmental events.
- Conduct root cause analysis using recognised investigation techniques.
- Produce clear investigation reports and recommend corrective and preventive actions.
- Monitor the implementation and effectiveness of actions arising from investigations.
- Support statutory reporting requirements where applicable, including RIDDOR investigations and submissions.

Training, Communication & Engagement
- Deliver health, safety and environmental briefings, toolbox talks and training sessions.
- Support operational teams in developing a proactive and positive safety culture.
- Promote behavioural safety initiatives and workforce engagement activities.
- Facilitate HSE meetings, safety forums and client review meetings as required.
Performance Monitoring & Reporting
- Monitor HSE performance metrics and trends across the contract.
- Prepare reports, dashboards and management information for contract leadership and client stakeholders.
- Support the development and delivery of contract HSE improvement plans.
- Assist with the management and review of HSE documentation and records.
Client & Stakeholder Management
- Develop and maintain effective working relationships with operational teams and the client.
- Represent the HSE function during client meetings, audits and inspections.
- Support the contract leadership team in achieving HSE objectives and contractual commitments.
- Act as a visible and approachable HSE presence across all contract locations.
Essential
Required Qualifications:
- NEBOSH General Certificate in Occupational Health and Safety.
- NEBOSH Level 6 Diploma in Occupational Health and Safety or currently working towards completion.
- Minimum of 2 years' experience in an operational health, safety and environmental role.
- Working knowledge of UK health, safety and environmental legislation.
- Experience of undertaking site inspections, audits and incident investigations.
- Experience supporting operational teams in high-risk or facilities management environments.
- Strong communication, influencing and stakeholder management skills.
- Competent in Microsoft Office and HSE reporting systems.
- Full UK driving licence and willingness to travel across the contract as required.
Desirable
- Membership of IOSH (TechIOSH, GradIOSH or higher).
- Experience working within Facilities Management, Technical Services, Engineering or Construction environments.
- Internal Auditor qualification.
- Experience supporting ISO 45001 and ISO 14001 management systems.
