Job Description

The HSE Assurance & Governance Lead

The HSE Assurance & Governance Lead is responsible for providing assurance that Linxon UK's Health, Safety and Environmental management systems, critical controls, governance arrangements, and compliance obligations are effectively implemented across the UK project portfolio.

The role supports the UK HSE Manager by leading assurance activities, internal audits, compliance evaluations, corrective action management, and business-level performance reporting. The position acts as a UK-wide specialist role, helping provide objective verification that risks are being effectively managed and that HSE standards are consistently applied across projects.

The role will require extensive travel across the UK portfolio of works and the ability to build trusted relationships at all organisational levels including client representatives, operational delivery teams and project management teams.

Key Responsibilities

Governance & Compliance

  • Maintain and improve the UK HSE governance framework.
  • Support implementation and maintenance of the UK HSE Management System.
  • Monitor compliance with legal, regulatory, Linxon and customer requirements.
  • Support periodic management reviews and UK HSE governance forums.
  • Maintain oversight of HSE governance actions, escalations, and commitments.
  • Coordinate inputs for client assurance reviews and external audits.

Assurance & Auditing

  • Develop and manage the UK risk-based HSE audit and assurance programme.
  • Lead internal audits and assurance reviews across projects and functions.
  • Verify implementation and effectiveness of critical controls for high-risk activities.
  • Conduct assurance reviews of Construction Phase Plans, RAMS implementation, and contractor management arrangements.
  • Monitor project compliance through inspections, sampling, and targeted assurance activity.
  • Identify systemic weaknesses, repeat findings, and opportunities for improvement.

Performance & Reporting

  • Maintain oversight of UK HSE leading and lagging indicators.
  • Coordinate business-wide HSE reporting and support monthly governance reporting.
  • Analyses trends and identify emerging HSE risks or recurring issues.
  • Monitor KPI performance against agreed UK business objectives.
  • Support development and improvement of HSE dashboards, action trackers, and performance measurement tools.

Corrective Actions & Continuous Improvement

  • Manage the UK corrective action process for audits, inspections, investigations, and governance reviews.
  • Track actions through to closure and verify the effectiveness of implemented corrective actions.
  • Facilitate lessons learned sharing across the UK project portfolio.
  • Support standardisation and implementation of best practice across projects.
  • Promote continuous improvement across all HSE management framework pillars.

Contractor & Supply Chain Assurance

  • Lead HSE assurance activity relating to suppliers and subcontractors.
  • Verify contractor compliance with Linxon standards and customer requirements.
  • Conduct supply chain assurance reviews and support subcontractor performance monitoring.
  • Support subcontractor capability improvement programmes where required.
  • Monitor implementation of critical control requirements across subcontractor activities.

Qualifications and Experience

Essential

  • NEBOSH Diploma or equivalent Level 6 health and safety qualification.
  • Chartered Membership of IOSH (CMIOSH) or working towards chartered status.
  • Strong experience in construction, infrastructure, transmission, energy or EPC environments.
  • Significant auditing, assurance and compliance experience.
  • Strong understanding of UK health and safety legislation and CDM Regulations.
  • Experience managing investigations, corrective actions and continuous improvement programmes.
  • Excellent reporting, analytical, communication and influencing skills.

Desirable

  • ISO 45001 Lead Auditor qualification.
  • ISO 14001 Lead Auditor qualification.
  • ISO 9001 Lead Auditor qualification.
  • Experience with National Grid, SSEN, and SPEN energy transmission or major infrastructure projects.
  • Experience using HSE reporting and assurance systems.
  • Recognised Lead investigator qualification
