About the Role

As HSE Director, UK, you will lead Moove’s health, safety, environment and compliance function across the UK market and support our wider European expansion. Reporting to the VP / Head of Safety & Compliance (Global), you will translate our global safety strategy into a robust UK programme — building the systems, governance and culture that keep our people, partners and operations safe.

Sitting above our Regional / Site Safety Managers, you will set direction, standards and priorities for the region, manage and develop the in-market safety team, and act as the senior HSE authority and decision-maker for the UK. You will be a critical partner to Ride-Hailing Operations, Fleet Deployment & Readiness and Hold-Co leadership, ensuring Moove meets and exceeds regulatory, partner and internal standards — at all times aligned with the Safety Standards and SOPs of our partner organisation.

This is a rare opportunity to build and own a market-leading safety and compliance programme from the ground up, while shaping HSE for the future of autonomous vehicle operations in the UK and Europe.

What You’ll Be Doing

  • Own the UK HSE strategy. Define, implement and continuously improve the regional health, safety, environment and compliance strategy, protocols and governance framework, aligned to Moove’s global standards and our partner’s Safety Standards and SOPs.
  • Lead and develop the team. Manage, coach and grow the regional Safety Managers and compliance specialists, setting clear objectives, standards and accountability across UK sites.
  • Be the senior HSE authority for the UK. Act as the principal point of contact and decision-maker for all safety, health, environmental and compliance matters in-market, operating with a high degree of autonomy.
  • Ensure regulatory compliance. Ensure full compliance with UK legislation including the Health and Safety at Work etc. Act 1974, the Management of Health and Safety at Work Regulations, RIDDOR, COSHH, DSEAR, manual handling and PUWER, as well as relevant DVSA, environmental (Environment Agency) and data-protection requirements.
  • Drive audit and assurance. Establish and lead the audit, inspection and assurance programme — including ISO 45001, ISO 9001, ISO 14001 readiness where applicable — ensuring inspection readiness and timely, closed-loop corrective actions.
  • Lead incident management. Own incident reporting, investigation, root-cause analysis and corrective action across the region, including RIDDOR-reportable events, in line with Moove’s corporate procedures.
  • Build a culture of safety. Champion safety awareness and accountability at every level through training, communication and continuous-improvement initiatives, embedding HSE into daily program operations owning the supply chain for safety equipment, signage and consumables.
  • Oversee training and competence. Direct the development and delivery of training on safe systems of work, hazard awareness, PPE, emergency response and compliance for employees and contractors.
  • Manage environmental and emergency programmes. Oversee environmental and hazardous-materials management, emergency preparedness, drills and business-continuity planning across UK sites.
  • Use data to drive outcomes. Define KPIs, analyse safety and compliance performance, identify trends and report insight and recommendations to senior leadership to reduce incidents and improve outcomes.
  • Represent Moove externally. Act as liaison with the HSE (Health and Safety Executive), regulators, partners, industry associations and other stakeholders, representing Moove’s interests and influencing standards related to AV and transport safety.
  • Engage and partner at all levels. Partner across Operations, People, Fleet and Facilities, and provide strategic guidance to senior management on the evolving safety and regulatory landscape.

What You’ll Need

  • Proven track record of at least 10 years in health & safety / transport safety management, including senior leadership of an HSE or compliance function.
  • Experience leading and developing teams, and operating autonomously in a decentralised, multi-site organisation.
  • In-depth knowledge of UK health, safety and environmental legislation, standards and best practice applicable to transport, fleet, logistics or industrial operations.
  • Chartered membership of IOSH (CMIOSH) or equivalent professional status; NEBOSH Diploma (or equivalent) strongly preferred.
  • Demonstrated success building and scaling HSE programmes — not just maintaining existing ones — across new sites or geographies.
  • Strong experience leading audits, certifications and regulatory inspections (e.g. ISO 45001 / ISO 14001) and driving corrective action to closure.
  • Excellent programme and stakeholder-management skills, with the ability to interpret complex data sets and translate insight into action.
  • Outstanding verbal and written communication skills, with the ability to simplify complex concepts and influence at all levels, including senior leadership and external regulators.
  • Comfortable in a fast-moving, high-growth environment with a high level of ownership.
  • Right to work in the United Kingdom.

Nice to Have

  • Experience in autonomous vehicles, advanced mobility, or high-growth technology / operations environments.
  • Previous success scaling safety and compliance programmes across multiple European markets.
  • Experience working alongside major partner organisations and aligning to external safety standards and SOPs.
  • Environmental management or sustainability credentials (e.g. IEMA).
