Purpose
Serves as the strategic lead and operational authority for Health, Safety, Environment (HSE) and Maintenance. Ensures that the business operates at the highest standards of regulatory compliance, sustainability, and technical manufacturing efficiency. Is responsible for creating state-of-the-art documentation, driving relevant ISO certifications, achieving HSE and Maintenance targets, and overseeing the physical integrity of the site through robust Facility and Maintenance management.
Key Responsibilities
Compliance & Legal Accountability
- Statutory Duty of Care: Act as the site’s "Competent Person" under the Health and Safety at Work Act, ensuring the organization meets its general duties to employees, contractors, and the public.
- Legal Liaison: Act as the primary Subject Matter Expert on environmental and safety law, ensuring all operations (including REACH and RIDDOR).
- Risk Management Framework: Implement and maintain robust risk assessment processes in strict accordance with the Management of Health and Safety at Work Regulations.
- Hazardous Substances: Lead the site’s COSHH and CLP strategies, maintaining the chemical inventory and ensuring high-level protection against workplace exposure.
- Work Equipment & Lifting: Guarantee that all machinery and lifting gear are safe for use through rigorous adherence to PUWER and LOLER, including the management of statutory inspections.
- Workplace Environment: Ensure the physical site meets all Workplace (Health, Safety and Welfare) Regulations, covering ventilation, temperature, and lighting.
- Protective Equipment: Manage the selection, fit testing, and maintenance of PPE in line with the Personal Protective Equipment at Work (Amendment) Regulations.
- Environmental & Energy Mandates: Ensure the site operates within the bounds of the Environmental Protection Act and holds all necessary Environmental Permitting. Lead data collection for Streamlined Energy and Carbon Reporting (SECR).
HSE Strategy & ISO Management
- Management Systems: Lead the development, implementation, and continuous improvement of integrated management systems for ISO 14001 (Environment), ISO 45001 (Health & Safety), and ISO 50001 (Energy).
- State-of-the-art Documentation: Author and maintain high-quality HSE policies, Risk Assessments, procedures, action registers, etc. that aligns with the QMS documentation and that serves as a benchmark for the organization.
- Audit & Certification: Direct the internal and external audit schedules to ensure the site maintains 100% certification status and manages the closure of all non-conformities and observations.
- BPS Site Leadership: Serve as the site champion for the BVI Production System (BPS) HSE.

BVI Environmental Social Governance (ESG) & BVI Production System (BPS)
- Sustainability & ESG: Drive the site’s roadmap to achieve NHS and BVI ESG requirements, focusing on carbon footprint reduction, resource wastage, and social governance.
- BPS Global & Site Champion: Serve as the primary Champion for the BVI Production System (BPS) for HSE. Ensure that site-level HSE elements reach and sustain "Best-in-Class" levels and align with Global BPS standards.
- Culture Leadership: Actively model and promote a proactive safety and sustainability culture across the site through "Confirmation Walks" and coaching.
Maintenance & Facility Management
- TPM Strategy & Implementation: Transform the facility & maintenance culture from reactive to proactive by defining and executing a Total Productive Maintenance (TPM) strategy.
- Asset Management: Oversee the Planned Predictive & Preventative Maintenance system for all plant facilities, utilities and equipment to ensure operational uptime and safety.
- Infrastructure Oversight: Full responsibility for the management of the company’s Site Facilities, including waste management and utilities (gas/electric).
- Contractor Management: Lead the selection, negotiation, and performance monitoring of external specialist contractors and facility service providers.
- Tax Claims: Manage the technical data and documentation required for tax claims (Infrastructure).
Training & Personnel Development
- Certification & Coaching: Develop and deliver internal training programs; coach employees and managers in advanced risk assessment and incident investigation.
- Team Leadership: Manage and mentor direct reports, setting clear objectives, expectations and KPIs and fostering a high-performance environment.
- Occupational Health Support: Collaborate with Site Management to ensure physical workplace conditions support the Occupational Health agenda.
Qualification
- 10+ years in HSE Management, ideally within a medical device or pharmaceutical fast-paced production environment.
- NEBOSH Diploma level 6 or equivalent.
- Graduate or Chartered membership of Institution of Occupational Safety and Health (GradIOSH / CMIOSH) or working towards.
- Proven experience with integrated management systems (like ISO14001).
- Lead Auditor qualifications for ISO14001 and preferably also for ISO45001.
- Certificate in Fire Risk Assessment.
- Deep understanding of UK HSE regulations.
- Proven experience in implementing TPM or Lean Maintenance frameworks in a manufacturing environment.
- Demonstrated ability to lead complex capital projects and 3-year strategic improvement plans.
- Proven ability to manage and build high-performing teams and influencing at the executive level.
- Strong data-led decision-making and prioritization abilities under pressure.
- Communicates complex technical and regulatory requirements clearly, pragmatically, and persuasively, tailoring the message to different audiences and influencing positive behavioral change.
- Works seamlessly with all stakeholders.
- Passionate about driving a proactive, ownership-led culture; able to shift mindsets from compliance to continuous improvement.
- Able to balance long-term strategic vision with hands-on operational involvement; understands how HSE, Facilities and Engineering directly enable production and business performance.
- Understand cost, risk and return on investment; able to justify strategies and initiatives in commercial terms.
