Role Overview
This role focuses on the operational delivery and strategic management of Health, Safety, and Environment (HSE) standards within the Project Management (PJM) UK business. Reporting to senior management, this position ensures rigorous day-to-day adherence to HSE and commercial guardrails, manages regulatory compliance, and provides technical oversight for mid-to-high-risk project activities.
The role executes the established HSE framework to drive compliance across all delivery models and manages the performance monitoring and audit processes required to protect people, assets, and the brand.
Essential Duties & Role Requirements
Functional Health & Safety (Governance & Standards)
- Serve as the primary UK PJM HSE lead, providing expertise on legislative requirements and corporate standards.
- Advise PJM leadership and teams on regulatory changes, impact assessments, and necessary actions to ensure compliance.
- Implement the HSE Management System, ensuring regional business practices align with legal and corporate requirements.
- Define regional HSE training requirements and collaborate with Learning & Development to ensure programs are available and completion rates meet mandatory standards.
Project Support & Delivery (Operational Execution)
- Evaluate project risks prior to contract execution, guiding teams on mitigation strategies using the hierarchy of controls.
- Review site-specific HSE plans and provide expert guidance to ensure alignment with current regulatory requirements and internal policy.
- Support business growth by providing technical HSE data for RFI and RFP responses.
- Develop comprehensive audit schedules and conduct Operational Line of Defence (LOD) Tier III audits to verify project compliance.
- Manage the close-out of all audit findings, ensuring deficiencies are corrected within specified timelines.

Trend Analysis & Performance Reporting (Compliance & Oversight)
- Analyse leading and lagging indicators to identify emerging safety trends across the project portfolio, providing actionable data to senior management.
- Monitor performance metrics and produce recurring dashboards to assess the effectiveness of current HSE controls.
- Maintain compliance registers, incident logs, and HSE system data to ensure accurate regional reporting.
Business Improvement (Strategic Initiatives)
- Execute the Plan-Do-Check-Act cycle across the UK portfolio to systematically plan, monitor, and improve project processes.
- Design and execute targeted HSE campaigns that address identified trends or specific behavioural safety gaps.
- Promote a culture of safety excellence by embedding HSE initiatives into the operational lifecycle, ensuring health and safety is viewed as a value driver.
Incident Management
- Manage regional HSE notification and escalation processes.
- Conduct incident investigations, identify root causes, and implement corrective actions to prevent recurrence.
- Lead investigations for Serious Incident Fatalities (SIF) and Potential Serious Incident Fatalities (PSIF), delivering comprehensive reports to management.
- Coordinate with Risk Management on insurance claims and assist with Return-to-Work (RTW) plans for injured staff.

Qualifications & Requirements
Education and Experience
- Formal professional certification from an accredited Occupational Safety & Health body (e.g., NEBOSH, IIRSM).
- Minimum 7+ years of hands-on construction safety management experience, preferably in mechanical/electrical or general contracting.
- Technical expertise in applying construction and governmental HSE regulations and standards to daily operations.
- Direct experience managing and auditing HSE Management Systems.
- Proven ability to oversee site safety management principles and construction workflows.
- Preferred: Auditor qualifications (ISO 9001, ISO 14001, ISO 45001) and Project Management certification (e.g., PMI).

- Operational Execution: Demonstrated success delivering results in matrixed environments by managing competing priorities and daily operational demands.
- Relationship Management: Ability to build strong, consistent relationships with project teams and stakeholders across diverse sites.
- Self-Management: High level of initiative; ability to manage a demanding workload and prioritize tasks within high-pressure environments.
- Communication: Proficient in delivering clear, technical safety instructions and reporting both orally and in writing.
- Technical Proficiency: Advanced experience with HSE management software, Microsoft Office Suite (PowerPoint, Word, Excel), and industry-specific software supporting HSE Management Systems.
