HSE Manager
Position Overview
This is a site leadership role for site HSE oversight responsible for developing Health, Safety and Environmental standards, and ensuring that they are embedded within the organisation. You will be responsible for setting the strategic framework for the management of these standards and for defining and delivering against objectives that enable both the achievement of these standards and continuous improvement.
You will be a provider of information, giving technical guidance on all Health, Safety and Environmental matters, sustainability projects, identifying and advising on current and future requirements and ensuring that systems, policies and processes are in place to support the continuing development of a positive HSE culture across the site.

You will be responsible for directing and providing health and safety program oversight across the site. The position oversees development, implementation and management of behaviour-based safety practices, internal audit functions for health, safety and environmental procedure implementation, management of the external ISO certification program as well as ensuring compliance with corporate, Health & Safety Executive, Local Authorities, client safety requirements, and conducting root-cause analysis of health and safety incidents. You will monitor and document the effectiveness of safety control measures used throughout the site and direct and coach the site Management team in the implementation of the Corporate Health and Safety Programs. The position will manage the development of site-specific health and safety plans including the site HSE training plan.
Key Responsibilities
- Be the competent HSE resource for the site General Manager on all aspects of HSE. Providing HSE regulation oversight and advice and provide strategic and action plan direction and management to ensure the site has a strong culture of Zero Harm approach and best in class process development.
- Represent the site with all internal and external HSE authorities, stakeholders and customers on matters relating to HSE.
- Completion of Customer HSE documentation and Questionnaires.
- Develop the site management system to meet external accreditation for Safety ISO 45001 and ISO 14001.
- Working with the management team advise, manage and audit the internal HSE training, HSE management system, control of substances hazardous to health, risk management programs, occupational health and behavioural based programs.
- Lead the site management team in HSE Incident investigations and provide incident reviews and tracking of action closure.
- Be responsible for representing the site on the Cicor global HSE committee which is responsible for sharing HSE good practice and the implementation of Cicor HSE global strategy.
- Be the competent resource to advise, manage and support the General Manager on HSE improvement programs in line with Cicor HSE strategy to ensure continuous improvement is met.
- Responsible site Manager for all HSE data entered into Corporate and Site Online Platforms.
- Liaison with Facilities to support and organise waste contractors attending and collecting from site.
- Management of Contractors documented information and conducting audits of their safety work on site.
- Provide internal training support and coaching for procedure implementation and continuous improvement.

Competency
- Strong leadership experience in an HSE management role.
- Comprehensive knowledge of HSE legislation, guidance and best practice.
- NEBOSH diploma or equivalent.
- Experience in the implementation of external management systems ISO.
- Minimum 5 years in an HSE management role, with an industrial background.
Qualifications/Skills/Personal Qualities – CORE
- You will have the ability to work at all levels across the organisation and have demonstrable experience in a similar role.
- Excellent interpersonal and leadership skills with the ability to influence colleagues at all levels to drive change.
- Excellent communication skills with the ability to effectively manage relationships with people inside and outside of the organisation.
- Strong role model with the ability to influence a positive HSE culture across all levels of the organisation.
- Effective team working and relationship building skills.
