The Opportunity
We are seeking an experienced and driven HSEQ Manager to lead, develop and continuously improve our Health, Safety, Environment and Quality (HSEQ) framework across operational sites, projects and technical services.
This is a hands-on leadership role combining strategic governance with operational delivery. You will play a key role in ensuring regulatory and client compliance, strengthening our management systems and embedding a positive culture of safety, quality and continuous improvement throughout the business.
Working closely with senior leadership, project teams, site management, clients and supply-chain partners, you will provide expert HSEQ advice and assurance across a diverse portfolio of high-hazard construction and industrial activities.
Key Responsibilities
Health, Safety & Risk Management
- Lead the development, implementation and continual improvement of the company's Safety Management System.
- Ensure compliance with all applicable UK health and safety legislation, regulations and industry standards.
- Provide HSEQ support throughout the safe design, construction, commissioning and operation of industrial process facilities.
- Lead hazard identification, risk assessment and risk mitigation activities.
- Manage incident investigations, root-cause analysis and corrective actions.
- Act as a key point of contact for regulators, clients and external stakeholders on HSEQ matters.
- Oversee Permit to Work (PTW) and Management of Change (MOC) processes.
- Manage contractor safety, site inductions and supply-chain compliance.
- Develop and maintain effective emergency response and business continuity arrangements.
- Ensure statutory reporting requirements, including RIDDOR, are fulfilled.
- Maintain and support relevant industry accreditations, including FORS, Constructionline, SafeContractor, RISQS, CIRAS and Achilles.

Environmental Management
- Ensure compliance with applicable environmental legislation, permits and reporting requirements.
- Develop and maintain environmental management systems aligned with ISO 14001 principles.
- Support the company's sustainability and ESG objectives.
- Conduct environmental risk assessments and ensure appropriate mitigation measures are implemented.
- Promote environmentally responsible working practices across projects and operational activities.
Quality Management
- Own and maintain the company's Quality Management System (QMS) in accordance with ISO 9001 and relevant management-system requirements.
- Develop and continuously improve business processes, procedures and operational controls.
- Ensure robust document control and governance arrangements are maintained.
- Manage non-conformances and corrective/preventive action processes.
- Oversee supplier quality management and performance improvement initiatives.
- Lead the internal audit programme across Quality, Health, Safety and Environmental functions.
- Coordinate and manage external audits, including ISO, client and regulatory assessments.
- Monitor HSEQ performance and develop improvement plans based on data, trends and audit findings.
- Provide senior leadership with clear assurance and reporting on compliance, performance and areas for improvement.
Training, Leadership & Culture
- Develop and deliver HSEQ training, briefings and awareness programmes.
- Promote a proactive safety, quality and environmental culture across the business.
- Support managers and operational leaders in fulfilling their HSEQ responsibilities.
- Drive behavioural safety and continuous improvement initiatives.
- Act as a visible HSEQ leader, engaging positively with employees, subcontractors and project teams.
About You
We are looking for an experienced HSEQ professional who can combine strong technical knowledge with practical, hands-on leadership.
Essential Experience & Qualifications
- Proven experience in a QHSE, HSEQ, HSE, EHS or SHEQ leadership role within the construction industry.
- Strong knowledge and practical experience of UK health and safety legislation and compliance requirements.
- Experience managing ISO 9001, ISO 14001 and ISO 45001 management systems.
- NEBOSH, IOSH or equivalent recognised health and safety qualification.
- Qualification or demonstrable expertise in environmental and/or quality management.
- Proven experience leading audits, inspections, investigations and compliance programmes.
- Strong understanding of risk assessment and risk management.
- Experience managing contractors, suppliers and multiple stakeholders.
- Excellent communication, organisational and influencing skills.
- Ability to work effectively with senior leadership while remaining hands-on and visible across operational sites.
- Strong analytical and problem-solving skills with a commitment to continuous improvement.
- Previous experience within construction, infrastructure or a high-hazard industrial environment.

Desirable
- Lead Auditor qualification.
- Experience working within rail, aviation, industrial or major infrastructure environments.
- Experience with FORS, RISQS, Constructionline, SafeContractor, Achilles or CIRAS.
- Experience with behavioural safety programmes.
- Experience developing and reporting HSEQ KPIs and management dashboards.
