HSEQ Manager - Water
Location: Worsley / North West
Salary: £60,000 - £70,000 + Car or Car Allowance
Sector: Water / Utilities / Infrastructure
Morson is recruiting for an experienced HSEQ Manager to support the delivery of major capital projects across the water sector in the North West. Based from Worsley, with regular travel across the region, this is a senior HSEQ position supporting complex water and wastewater infrastructure projects, including treatment works, pumping stations, pipelines, reservoirs, and network infrastructure.
Working closely with operational and project delivery teams, you will provide technical HSEQ leadership across projects from pre-construction through to construction, commissioning, and handover.
The Role
As HSEQ Manager, you will:
- Provide technical HSEQ and CDM guidance across capital delivery projects.
- Ensure compliance with CDM 2015, including Principal Contractor responsibilities and pre-construction requirements.
- Review Construction Phase Plans and project HSEQ documentation.
- Provide assurance across high-risk construction activities including Temporary Works, lifting operations, confined spaces, excavations, and buried services.
- Support safe delivery of MEICA installation, commissioning, isolation, and decommissioning activities.
- Lead HSEQ audits, assurance activities, and improvement plans.
- Lead and support investigations into high-potential or serious incidents, ensuring corrective actions are implemented.
- Work closely with operational teams and contractors to drive strong safety behaviors and improve HSEQ performance.
- Support client performance reviews, engagement forums, safety stand-downs, and workshops.
- Coach and support project teams, promoting a positive and proactive safety culture.
- Ensure corporate, regulatory, and client HSEQ standards are effectively implemented across projects.

About You
We are looking for an experienced HSEQ professional with a strong understanding of construction and infrastructure risk, ideally gained within the water sector or a comparable regulated infrastructure environment. You will ideally have experience across:
- Water and wastewater infrastructure
- Major capital construction projects
- CDM Regulations and Principal Contractor assurance
- Temporary Works and BS 5975
- Excavations, underground services, and utility avoidance
- Lifting operations / LOLER
- Confined space management
- MEICA installation and commissioning
- Process safety and isolation
- Environmental and Quality Management Systems

Previous experience working on large-scale water programmes or frameworks within the North West would be particularly advantageous.
Qualifications
You will hold:
- NEBOSH Diploma or equivalent H&S qualification
- TechIOSH / GradIOSH, ideally working towards Chartered status
- Full UK Driving Licence
Additional qualifications in Temporary Works, Confined Space Management, Environmental Management, Internal Auditing, or Incident Investigation would be beneficial.
This is an excellent opportunity for an experienced HSEQ professional to take a leading role across a significant programme of water infrastructure investment, working closely with project, operational, and client teams across the North West.
