As Linaker continues to strengthen its governance, operational compliance and assurance framework, we are seeking an experienced and proactive Health, Safety, Environmental & Quality (HSEQ) Manager to lead the delivery of our HSEQ delivery, management systems and assurance programmes across the business.

The HSEQ Manager will play a key role in supporting operational excellence, risk management, compliance, continual improvement and sustainability, ensuring that safety, quality and environmental standards are fully embedded throughout our operations, supply chain and client delivery teams.

ABOUT THE ROLE

Reporting directly to the Director of Quality & Assurance, the HSEQ Manager is responsible for the development, implementation, monitoring and continual improvement of Linaker's Health, Safety, Environmental and Quality Management Systems.

The role provides professional leadership, governance, assurance and support across the organisation, ensuring compliance with legal, regulatory, contractual and certification requirements whilst promoting a culture of safety, quality, environmental responsibility and continual improvement.

Working closely with operational leaders, contract teams, clients and subcontractors, the HSEQ Manager will monitor performance, identify risks and opportunities, deliver assurance activities and support the implementation of best practices to improve service delivery, compliance and customer outcomes.

The post holder will lead the maintenance and continual improvement of Linaker's Integrated Management System (IMS), supporting compliance with ISO 9001, ISO 45001 and ISO 14001, whilst driving operational excellence and embedding a positive HSEQ culture throughout the business.

WHAT YOU WILL BE RESPONSIBLE FOR

HSEQ Leadership & Governance

  • Lead the implementation and continual improvement of Linaker's Integrated Management System (IMS).
  • Promote a positive HSEQ culture across all business functions.
  • Provide professional advice and support on health, safety, environmental and quality matters.
  • Support directors and operational leaders in managing HSEQ risks and opportunities.
  • Drive consistency, compliance and adoption of standardised business processes.
  • Support the delivery of Linaker's HSEQ strategy, objectives and improvement plans.

  • Ensure compliance with health and safety legislation, industry best practice and ISO 45001 requirements.
  • Support the management of operational risk assessments, safe systems of work and control measures.
  • Lead investigations into significant incidents, unsafe acts, near misses and occupational health concerns.
  • Monitor corrective actions and verify effective close-out.
  • Support accident prevention initiatives and behavioural safety programmes.

Environmental Management

  • Maintain and improve Linaker's Environmental Management System in accordance with ISO 14001.
  • Support environmental compliance, sustainability objectives and environmental risk management.
  • Monitor environmental performance and environmental objectives.
  • Lead investigations into environmental incidents and non-conformances.
  • Support carbon reduction, waste management and sustainability initiatives.

Quality Management & Continuous Improvement

  • Lead the implementation and maintenance of Linaker's Quality Management System in accordance with ISO 9001.
  • Monitor compliance with company procedures, operational controls and contractual requirements.
  • Conduct quality audits, assurance reviews and process compliance assessments.
  • Analyse trends, customer feedback, audit findings and service failures to identify improvement opportunities.
  • Facilitate root cause analysis and continual improvement initiatives.
  • Support mobilisation and contract transition activities to ensure compliance requirements are embedded from day one.

Assurance, Audit & Compliance

  • Develop and manage Linaker's annual HSEQ audit programme.
  • Conduct audits, inspections and assurance reviews across contracts, sites and offices.
  • Verify completion and effectiveness of corrective and preventative actions.
  • Support external certification audits, client audits and compliance reviews.
  • Monitor compliance with company policies, procedures, statutory obligations and client requirements.
  • Support organisational assurance programmes and governance reviews.

Supply Chain & Contractor Assurance

  • Monitor subcontractor compliance with Linaker HSEQ standards and client requirements.
  • Support contractor onboarding, SSIP verification and supplier assurance activities.
  • Participate in subcontractor audits and performance reviews.
  • Identify supply chain compliance risks and support improvement actions.

Reporting & Performance Management

  • Produce monthly HSEQ performance reports and dashboards.
  • Monitor leading and lagging indicators across safety, quality and environmental performance.
  • Analyse trends to support proactive risk management and continual improvement.
  • Prepare reports for clients, senior leadership teams and governance forums.
  • Present HSEQ performance updates, audit outcomes and improvement initiatives to operational and leadership teams.

Essential Qualifications

  • NEBOSH Diploma (or equivalent Level 6 H&S qualification).
  • IEMA Certificate in Environmental Management.
  • Lead or Internal Auditor qualification for ISO 9001, ISO 45001 and/or ISO 14001.
  • Qualified or working towards Chartered Membership of IOSH (CMIOSH).
  • Full UK Driving Licence.

Essential Experience

  • Significant experience in a Quality, Health, Safety and Environmental management role.
  • Experience managing and improving integrated management systems aligned to ISO 9001, ISO 45001 and ISO 14001.
  • Experience conducting audits, investigations, compliance reviews and assurance activities.
  • Experience leading continual improvement programmes and business process compliance initiatives.
  • Experience preparing executive reports, dashboards and management presentations.
  • Experience engaging directly with clients, certification bodies and regulatory authorities.

Essential Skills

  • Strong understanding of governance, compliance and assurance principles.
  • Excellent communication and stakeholder management skills.
  • Strong analytical, auditing and root cause analysis capabilities.
  • Ability to influence and challenge constructively at all organisational levels.
  • High attention to detail and process compliance focus.
  • Strong report-writing, presentation and performance analysis skills.
  • Proactive, structured and solutions-focused approach.
  • Ability to travel nationally as required.

Desirable

  • Quality qualification (CQI, Quality Practitioner or equivalent).
  • Experience within a multi-site national FM business.
  • Experience supporting ISO certification programmes.
  • Experience developing operational procedures, SOPs and integrated management systems.
  • Experience supporting business transformation, mobilisation and continual improvement projects.
