Role Purpose

The HSSE Manager for WPM Engineering will provide specialist HSSE advice and strategic direction across the WPM Engineering Division within JLL Workplace Management UK&I. For this role specifically, ideal placement will be in the South of England. Reporting into the WPM UK&I HSSE Senior Director, the post-holder will be accountable for embedding a proactive safety culture, ensuring regulatory compliance, and driving continuous improvement in HSSE performance across all WPM Engineering delivery activity.

The individual will work closely with the EMEA HSSE function, the WPM UK&I HSSE team, and project delivery leadership to align standards, manage risk, and support business growth. A sound understanding of the technical and contractual demands of engineering project delivery is essential.

Key Accountabilities

Strategy & Leadership

  • Implement the targeted HSSE strategy for WPM Engineering Services, aligned with JLL Global HSSE Standards and EMEA Minimum Requirements.
  • Lead, influence and develop professionals embedded within or supporting the WPM Engineering Services Division.
  • Champion a positive, proactive HSSE culture across all teams, supply chain partners, and client interfaces.
  • Provide visible leadership on HSSE matters, influencing behaviours at all organisational levels.

Compliance & Risk Management

  • Ensure all WPM Engineering activities comply with applicable UK health, safety, and environmental legislation, and relevant British Standards.
  • Oversee the RAMS process, ensuring risks are adequately identified, assessed, and controlled prior to works commencing by the operational teams.
  • Maintain and develop HSSE policies and procedures relevant to WPM Engineering delivery, keeping pace with legislative change and industry best practice.
  • Lead incident investigation for WPM Engineering-related events, ensuring root cause analysis, lessons learned, and corrective actions are implemented effectively.
  • Provide HSSE advice and guidance to stakeholders within WPM Engineering Services.

Performance & Reporting

  • Manage HSSE monitoring, audit, and inspection programmes across WPM Engineering Services operations.
  • Report HSSE performance against agreed KPIs to WPM UK&I leadership and client stakeholders, providing clear, data-driven insight.
  • Identify trends, drive improvement programmes, and ensure timely close-out of actions.
  • Support ISO 45001, ISO 14001, ISO 9001 compliance across project activities.
  • Identify improvement opportunities and support the account team in identifying practical cost-effective solutions and controls for HSSE risks.

Stakeholder Engagement & Business Support

  • Act as the primary HSSE subject matter expert for WPM Engineering Services South, supporting bid activity, client engagement, and new account transitions.
  • Build effective working relationships with client HSSE teams, project teams, internal and external stakeholders.
  • Provide pragmatic, commercially aware HSSE guidance to project managers and delivery teams.
  • Support the wider WPM UK&I HSSE team on cross-functional initiatives as required.

Person Specification

Essential

  • NEBOSH Diploma in Occupational Health & Safety (or equivalent Level 6 qualification).
  • NEBOSH National General Certificate in Health and Safety.
  • Minimum 5 years' experience within a Manager HSSE role within IFM/ Engineering and or projects.
  • Thorough working knowledge of UK H&S legislation, Building Safety Act 2022, and associated British Standards.
  • Positive, proactive, energetic approach to safety management.
  • Demonstrable experience managing HSSE across complex, multi-disciplinary programmes.
  • Proven ability to lead and develop HSSE professionals and influence senior stakeholders.
  • Experience of implementing HSE technology platforms and data management tools.
  • Strong written and verbal communication skills; credible at client and board level.
  • Willingness to travel across the UK&I portfolio as required.

Desirable

  • NEBOSH Certificate in Fire Safety.
  • NEBOSH Certificate in Environmental Management.
  • NEBOSH Certificate in Construction Management.
  • Internal or external auditor qualification (ISO 45001 / 14001 / 9001).
  • Experience in regulated environments (e.g. defence, nuclear, pharmaceutical, critical infrastructure).
  • Membership of IOSH (Chartered or Certified level) or equivalent professional body.
