HR Advisor

Salary: £40,444 – £45,529
Grade: F15
Directorate: Resources
Reports to: Senior HR Advisor
Location: East Midlands / EMCCA region

About the role

The East Midlands Combined County Authority (EMCCA) is looking for an experienced and proactive HR Advisor to join our People and Organisational Development team.
This is an opportunity to provide practical, responsive and high-quality HR advice to managers and employees across the organisation, helping managers build confidence in managing their people and ensuring HR policies and processes are applied fairly and consistently.
You will manage your own caseload of employee relations matters, provide advice across a broad range of people issues and support organisational change and workforce activity. You will work closely with Senior HR Advisors and other colleagues, escalating complex or high-risk matters where appropriate.

What you'll be doing

You will:

  • Provide practical HR advice and guidance to managers on disciplinary and grievance matters, sickness absence, performance and capability, probation, flexible working, recruitment, retention and terms and conditions.
  • Manage an allocated employee relations caseload, ensuring matters progress appropriately, consistently and within agreed timescales.
  • Coach managers and support them to take ownership of their day-to-day people management responsibilities.
  • Identify complex, sensitive or high-risk issues and escalate them appropriately.
  • Support organisational change including restructures, service reviews, redundancy, redeployment and changes to roles or working arrangements.
  • Support consultation activity and the preparation of workforce information and HR documentation.
  • Provide support to Senior HR colleagues on TUPE and organisational integration activity.
  • Contribute to the development and review of HR policies, processes, guidance and manager resources.
  • Support wider People and Organisational Development projects, including employee engagement, recruitment and retention, management development, workforce change and equality, diversity and inclusion.
  • Use workforce information to identify trends and support appropriate interventions.
  • Maintain high standards of confidentiality, professionalism and integrity when dealing with sensitive employee matters.

About you

We are looking for someone with practical HR experience who can provide clear, confident and solutions-focused advice to managers and employees.
You will have experience of employee relations casework and applying HR policies and procedures in practice, alongside strong communication, organisation and relationship-building skills.
You will bring:

  • Experience providing HR advice and guidance to managers and employees.
  • Experience managing or supporting employee relations casework.
  • A good understanding of HR policies, procedures and people management practices.
  • Experience supporting organisational change and workforce-related activity.
  • The ability to manage competing priorities and maintain an organised caseload.
  • Strong interpersonal skills and the ability to communicate sensitive information with tact and discretion.
  • Experience working with confidential information and maintaining professional integrity.
  • The ability to build effective relationships with managers, colleagues and stakeholders.
  • Experience in local government, a Combined Authority, working with trade unions or supporting TUPE and organisational transfers would be desirable.

You will hold, or be working towards, a CIPD Level 5 qualification, or have relevant practical HR experience demonstrating the required knowledge and capability.
