3 months Contract with a Local Authority
Umbrella - £20.18 per hour - umbrella
Job Purpose
As an HR Assistant, you will act as the first point of contact for the Human Resources team, providing advice, guidance, and administrative support to managers and employees across the Council. You will support the full employee lifecycle, recruitment processes, onboarding activities, and HR administration while ensuring excellent customer service and compliance with HR policies and procedures.
Key Duties/Accountabilities
- Act as the first point of contact for HR enquiries via telephone, email, and in person.
- Provide HR advice and guidance to managers and employees.
- Support recruitment and onboarding activities across the Council.
- Prepare vacancy packs and issue contractual documentation.
- Administer employee lifecycle processes including:
- New starters
- Transfers
- Leavers
- Contract changes
- Process and monitor:
- DBS checks
- References
- Right to Work checks
- Qualification checks
- Education Workforce Council (EWC) checks
- Ensure safeguarding recruitment checks are completed in line with Council procedures.
- Maintain accurate employee records using i-Trent and other HR systems.
- Update electronic personnel files and HR databases.
- Liaise with Payroll regarding pay-related transactions.
- Assist with maintaining HR policies, procedures, and intranet content.
- Attend employee relations meetings and take minutes.
- Provide administrative support to the HR Management Team and HR Business Partners.
- Support HR improvement projects and service development initiatives.
- Ensure compliance with data protection, confidentiality, and safeguarding requirements.

Essential Experience Required
- Previous experience working within a Human Resources or HR Administration environment.
- Experience supporting recruitment and onboarding processes.
- Experience maintaining employee records and HR databases.
- Experience providing customer service and responding to employee enquiries.
- Experience handling confidential and sensitive information.
- Strong administrative and organisational skills.
- Experience using HR systems and Microsoft Office applications.
- Ability to manage multiple tasks and meet deadlines.
- Experience producing accurate documentation and maintaining records.
- Good communication and interpersonal skills.

Essential Qualifications Required
- Previous HR Administration or Human Resources experience.
- Right to Work in the UK.
Additional Information to Note
- Working hours: 37 hours per week.
- Location: County Hall, Ruthin, Denbighshire, LL15 1YN.
- Hybrid working arrangement:
- 4 days remote
- 1 day office-based
- Initially full-time attendance may be required for training and induction.
- Start Date: 1st October 2026.
- Online interview.
- Interview Date: 24th September 2026.
- Interview Duration: Approximately 30 minutes.
- Supplier Submission Deadline: 23rd September 2026.
