We are currently working in partnership with a local authority, who are recruiting for an experienced HR Business Partner to help with project work until 31 March 2027.

This is a hybrid working opportunity with up to 3 days working from home and would suit a seasoned HR Business Partner with strong project delivery instincts, who is confident working with managers, shaping HR processes, developing people development plans and helping services prepare for regulatory change.

Key Duties:

  • Drafting and implementing a Workforce Professional Development Policy for employees
  • Creating a specific section of the organisation’s Code of Conduct, ensuring it reflects the requirements of new incoming standards
  • Working with managers to evaluate the workforce and create a structured plan for reviewing skills, behaviours and professional qualifications
  • Identifying upskilling requirements and liaising with Learning and Development to ensure employees are enrolled on relevant courses and development pathways
  • Developing a mechanism for customer input into the workforce professional development policy and Code of Conduct
  • Creating a plan for contractors and agency workers to be included in skills development, upskilling and behavioural monitoring arrangements

Experience Required:

  • Seasoned HR Business Partner experience, ideally within a project, change, workforce development or regulated-service environment
  • Proven experience developing HR processes, workforce development plans, policy documents and practical implementation activity
  • Experience completing skills, behaviours or competency analysis and turning findings into clear development or upskilling plans
  • Ability to interpret regulatory or standards-based requirements and convert them into policies, processes and deliverable project actions

Working Hours:

  • 37 hours
  • Hybrid working, up to 3 days work from home
