Interim HR Business Partner – Children’s Services Transformation
Families First Partnership Programme
Location: North East London
Day rate: £500 per day
Start: Immediate
Hybrid working: 2-3 Days Per Week
A North East London council is seeking an experienced interim HR Business Partner to lead the people workstream of its Families First Partnership Programme, supporting significant transformation within Children’s Services.
This dedicated programme role requires strong organisation design, workforce planning and change management expertise. You will work closely with the programme sponsor, senior service leaders, the existing Children’s Services HR Business Partner and the workforce lead, with a dotted reporting line to the senior HR lead.
Your immediate priority will be to complete outstanding organisation structures, job descriptions and job evaluations, establish a practical delivery plan and prepare for formal consultation and implementation. You must be able to assess progress quickly, work autonomously and deliver high-quality outputs from the outset.
Key responsibilities
Organisation design and workforce planning
- Lead the people elements of organisational change, translating proposed service models into workforce structures and implementation plans.
- Develop and quality-assure organisation charts, job descriptions and person specifications.
- Coordinate job evaluation using the council’s relevant schemes, including Hay and PwC frameworks.
- Advise on pay, reward and recognition arrangements in line with council policies.
- Work with the workforce lead to identify staffing requirements, skills gaps and the implications of proposed structures.

Consultation and implementation
- Lead the preparation and delivery of formal workforce consultation, including consultation documents, supporting materials and manager briefings.
- Build effective relationships with trade unions and staff representatives.
- Advise on restructuring, redeployment and workforce transition arrangements.
- Support recruitment into the new structure, coordinating HR activity with service managers and recruitment colleagues.
- Provide clear communication and practical guidance to managers and employees throughout the change process.
Employee relations and governance
- Provide specialist employee relations advice on matters arising from the programme.
- Identify and manage people-related risks, escalating issues with practical recommendations.
- Ensure HR activity follows council policies, governance requirements and relevant employment obligations.
- Produce accurate reports, maintain clear records and document decisions.
- Track milestones and dependencies, addressing barriers to delivery.

Skills and experience
- Proven experience as an HR Business Partner or senior HR change specialist delivering complex organisational change.
- Strong practical experience of workforce planning, organisation design and restructuring.
- Ability to write, review and quality-assure job descriptions and person specifications.
- Experience of job evaluation, grading and reward arrangements.
- Experience of leading formal consultation and working effectively with trade unions.
- Sound employee relations expertise, including the people implications of restructuring and redeployment.
- Ability to manage an HR workstream against demanding programme deadlines.
- Strong report-writing, record-keeping and stakeholder management skills.
- Confidence to advise and constructively challenge senior leaders.
- Ability to work independently and turn advice into completed deliverables.
- Availability to start promptly and meet the agreed onsite requirements.
Desirable
- Local government or comparable public-sector experience.
- Experience supporting Children’s Services, social care, schools or another safeguarding-focused service.
- Experience of major service reform or transformation programmes.
Children’s Services experience is advantageous. Candidates with strong, transferable HR transformation expertise from other services or sectors will also be considered.
