Location: West Yorkshire Joint Services HQ at Morley, Leeds and Hybrid Working Arrangements.

We are seeking an experienced and motivated individual with proven abilities in Human Resources management who can demonstrate an ability to effectively shape people strategies, drive meaningful change and make a genuine impact on colleagues and services. As a Human Resources Manager you will play a pivotal role in driving organisational performance and enabling strategic workforce change.

The role involves being responsible for the provision of professional HR support to Managers within West Yorkshire Joint Services (WYJS). You will be responsible for the provision of professional and strategic HR advice and guidance in line with legislation across WYJS.

  • You will lead and manage a team of HR Officers providing HR services across WYJS to ensure that HR services are effectively provided in accordance with policies, procedures and employment legislation.
  • By working in partnership with the Director and the Senior Management Team (SMT) you will provide high level HR solutions to achieve transformational change across WYJS whilst maximising employee engagement.
  • By working with SMT you will lead the development and implementation of the People Strategy; ensuring appropriate workforce planning takes place and be responsible for the development and delivery of local HR strategies.
  • You will oversee the delivery of corporate support and democratic functions for WYJS.

West Yorkshire Joint Services (WYJS) is set within a unique and diverse urban complex with five West Yorkshire local authorities – Bradford, Calderdale, Kirklees, Leeds and Wakefield. Located at the heart of the UK, West Yorkshire has an abundant history and is a major commercial and cultural centre, surrounded by beautiful environment with the scenic valleys of Airedale and Wharfedale and deeply etched valleys of Rivers Aire and Calder, descending from the Pennine.

For forty years, WYJS, led by a joint committee has delivered a range of diverse shared services on behalf of the five West Yorkshire local authorities, which extends to both public and private sectors. These services either fulfil a statutory role such as Archaeological Advisory Services, Archives, Ecology Services and Trading Standards or those such as Archaeological Services and Calibration Services which provide a first-class commercial resource, delivering vital services to local and national businesses.
