Rhondda Cynon Taf Access and Inclusion Service is seeking a highly motivated and experienced individual to contribute to the strategic development of the Service and support the effective implementation of the Additional Learning Needs and Education Tribunal (ALNET) (Wales) Act 2018 and the Additional Learning Needs Code for Wales (2021).
This post is offered on a fixed-term basis until 31 March 2027 in the first instance.
The role combines strategic development and operational delivery, providing an exciting opportunity to influence policy, practice, and outcomes for children and young people with Additional Learning Needs (ALN) across Rhondda Cynon Taf.
As a member of a multi-disciplinary Service, the post holder will make an important contribution to a culture of positive collaborative working with colleagues across the Access and Inclusion Service, including Educational Psychology, Learner Support Services, the Children Looked After Team, and the ALN Administrative Service.
Key Responsibilities
- Play a key strategic role in developing policies, processes, and inclusive practice to support the implementation of the ALNET (Wales) Act 2018.
- Support the development and effective delivery of a continuum of Additional Learning Provision for children and young people with Additional Learning Needs.
- Provide advice, support, and guidance to schools regarding complex Additional Learning Provision issues.
- Contribute to the effectiveness of the Access and Inclusion Service and the Local Authority in implementing strategic plans and policies that deliver positive outcomes for learners with Additional Learning Needs.
- Contribute significantly to the Local Authority's vision of ensuring that all learners achieve their full potential.
The successful applicant will ideally have recent experience of supporting children and young people with Additional Learning Needs and be able to demonstrate a proven track record of high-quality teaching and learning practice, including supporting a range of learning styles. An up-to-date understanding of Curriculum for Wales and inclusive educational practice is essential.

Applicants must have a thorough understanding of the requirements of the ALNET (Wales) Act 2018 and the ALN Code for Wales (2021), together with a clear understanding of their practical application within educational settings.
The successful candidate will be confident in working collaboratively with schools, families, health professionals, children's services, and other partners to ensure that learners with Additional Learning Needs have access to high-quality Additional Learning Provision.
Enthusiasm, commitment, and drive to support the continued implementation of the ALN transformation programme across Rhondda Cynon Taf are essential.
