Job Description
This role sits within HMRC's Fraud Prevention Centre (FPC) and contributes to the delivery of Identity Verification & Authentication (IDV&A) controls and fraud prevention activity across HMRC services.
As an IDVA Fraud Prevention & Delivery Manager, you will support the coordination and delivery of fraud interventions, ensuring risks are effectively identified, assessed, and mitigated. You will work with technical, operational, and policy teams to deliver fraud prevention initiatives and projects into live service, contributing to protecting HMRC and its customers.
This role is delivery-focused, requiring strong organisation, analytical capability, and the ability to work collaboratively in a fast-paced environment.
Responsibilities

Support fraud risk identification and assessment
Analyse fraud intelligence, alerts, and data to identify emerging risks and support prioritisation of interventions.

Assist with incident response and intervention delivery
Contribute to the resolution and mitigation of fraud incidents and intervention activity, ensuring actions are tracked and delivered efficiently.

Deliver fraud prevention projects into live service
Support the planning, coordination, and implementation of IDVA and fraud controls, working across teams to ensure successful delivery.

Monitor developments in identity fraud and contribute to improving HMRC's understanding of evolving risks.

Create clear updates and reports to support decision-making and track delivery progress.

Person Specification
You will be responsible for managing and improving assigned FPC products and technology services. You will translate business needs into prioritised service activity, work across multidisciplinary teams and help ensure FPC capabilities continue to meet customer, operational and HMRC Security objectives.
Success in Role
- Fraud prevention activities and project deliverables are completed on time and to a good standard
- Risks and issues are effectively identified and escalated where appropriate
- Stakeholders are informed and engaged in delivery activity
- You contribute to improving fraud controls and operational processes
- You demonstrate reliability, collaboration, and a proactive approach within the team.
Essential Criteria
- Experience supporting the delivery of projects or work packages, ideally within a digital, security, or fraud context
- Excellent communication skills, with the ability to present information clearly to different audiences
- Understanding of fraud prevention principles and identity-related risks
- Ability to manage competing priorities and deliver work in a fast-paced environment
- Familiarity with digital systems, fraud tools, or operational service environments.

Desirable Criteria
- Experience working in fraud, security, or compliance roles.
- Knowledge of HMRC services, Government Gateway, or identity systems.
- Exposure to project delivery methodologies (e.g., Agile, Waterfall)
Additional Security Information
This post requires the candidate to hold or be willing to hold Security Check (SC) clearance.

Alongside your salary of £45,544, HM Revenue and Customs contributes £13,194 towards you being a member of the Civil Service Defined Benefit Pension scheme.
