Role Purpose

We are seeking an experienced Project Delivery Manager to join the EMEA Small Works Program within the Engineering function. This role operates as a governance and subject matter expert (SME) resource, providing structured support to IFM teams across EMEA in the delivery of small-scale capital projects — including building retrofits, refurbishments, workspace reconfigurations, and targeted facility improvements.

This is not a traditional end-to-end project management role. The primary function is to enable local FM teams to deliver projects compliantly, safely, and frugally by providing governance oversight, procurement guidance, technical SME support, and structured project frameworks. Direct end-to-end project delivery will only apply in cases deemed critical, high-visibility, or where project complexity requires dedicated program-level management.

The role sits within the EMEA Small Works Program and operates across a tiered delivery model:

What This Job Involves

Governance & Compliance Oversight

  • Provide governance support to FM teams delivering Tier 2 projects, ensuring adherence to the Small Works framework, CAPEX governance processes, and client standards.
  • Support the triage process to ensure projects are correctly categorized within the tiered model and appropriately resourced.
  • Ensure EHS, legislative, and legal compliance requirements are actively governed across all supported projects, spanning multiple EMEA jurisdictions.
  • Monitor compliance with CDM regulations (where applicable), building regulations, health and safety requirements, and client-specific standards.
  • Ensure workspace design standards and regulatory requirements are maintained throughout project delivery.

SME Support & FM Team Enablement

  • Act as a subject matter expert resource for FM teams managing Tier 2 projects — providing guidance on project methodology, sequencing, risk management, and technical approach.
  • Provide procurement guidance to FM teams, ensuring competitive quotations are obtained from approved contractors and that works are delivered frugally within scope.
  • Coordinate SME input where specialist technical knowledge is required (mechanical, electrical, building fabric, sustainability).
  • Coach and support FM teams on the application of Small Works tools, templates, and governance standards for Tier 1 delivery.
  • Act as an escalation point for FM teams encountering project challenges, scope changes, or compliance queries.

Project Triage & Categorization

  • Support the Small Works Program Lead in operating the triage process — assessing incoming project requests against complexity criteria to determine appropriate tier allocation.
  • Identify projects at risk of scope misclassification and ensure early intervention to prevent cost overruns or delivery failures.
  • Recommend escalation to WD&C where project complexity exceeds Small Works scope.

Financial Oversight & Procurement Guidance

  • Provide financial governance support for Tier 2 projects (typically sub-€150K), ensuring budgets are realistic, tracked, and reported.
  • Guide FM teams on procurement processes, contractor selection, and cost control within approved frameworks.
  • Review and advise on variations, cost changes, and final accounts where FM teams require support.
  • Contribute to CAPEX forecasting and budget reporting for the Small Works portfolio within assigned geographic areas.

Direct Project Delivery (Critical/High-Visibility Only)

  • Manage end-to-end delivery of projects designated as critical, high-visibility, or requiring dedicated program-level oversight.
  • Ensure these projects are completed on time, within budget, and to specification while minimizing disruption to building occupants.
  • Maintain comprehensive project records including correspondence, RFIs, site instructions, progress reports, and as-built documentation for directly managed projects.

Stakeholder Management & Coordination

  • Serve as a key interface between FM teams, the Small Works Program, WD&C, and client stakeholders for Tier 2 projects.
  • Coordinate with WD&C on project handoffs, triage decisions, and boundary management between projects.
  • Communicate project progress, risks, and governance status to the Small Works Program Lead and wider stakeholders.
  • Build effective working relationships with FM teams across assigned geographic areas to ensure the program is embedded and trusted.

Program Tools, Reporting & Continuous Improvement

  • Maintain and update the IFM Project Tracker for assigned projects and geographic areas.
  • Utilize and promote standardized Small Works templates, tools, and reporting mechanisms.
  • Report on program KPIs including speed of delivery, cost efficiency, safety and compliance, and quality consistency.
  • Identify opportunities for continuous improvement in governance processes, tools, and FM team support mechanisms.
  • Contribute to the ongoing development and refinement of the Small Works framework.

Essential Qualifications & Experience

  • Degree in Construction Management, Building Services Engineering, Facilities Management, or related discipline (or equivalent experience).
  • Minimum 3–5 years' experience in construction project management, building refurbishment, or facilities management — with demonstrable experience in governance, compliance oversight, or program support functions.
  • Experience supporting or enabling operational teams in the delivery of projects (not solely direct delivery experience).
  • Understanding of building systems including HVAC, electrical, plumbing, and building fabric.
  • Knowledge of building regulations, EHS requirements, and compliance frameworks across multiple jurisdictions.
  • Familiarity with CDM regulations and construction health and safety practices.
  • Experience with procurement processes, contractor management, and cost control.
  • Experience operating within a structured program or portfolio environment.
