Independent Board Committee Member - Impact and Programme Delivery Committee (Insurance)
Remuneration: £3,500 per annum (which may be waived at the Committee Member’s discretion)
Time commitment: Approximately 1–2 days per quarter, including a minimum of three Committee meetings per year
Location: London (Aldgate East), with alternative locations and virtual attendance where appropriate

We are Fair4All Finance. We are a not-for-profit organisation working with Financial Services providers to improve the financial wellbeing of people in vulnerable circumstances by increasing access to fair, affordable and appropriate financial products and services.
Fair4All Finance is seeking an experienced senior insurance professional to join our Impact and Programme Delivery Committee (Insurance) as an Independent Board Committee Member.
About Fair4All Finance
Fair4All Finance is a not-for-profit organisation working to boost financial inclusion and ensure everyone has access to the right financial products and services when they need them. There are at least 20 million people in the UK in vulnerable financial circumstances who are poorly served or unfairly excluded from mainstream financial services.
Our remit now includes addressing access to fair and affordable insurance. This work has been underpinned and accelerated by the Government’s 2025 Financial Inclusion Strategy, and we are developing a number of innovative initiatives designed to improve access to insurance, including our Home Contents Pilot.
About the Impact and Programme Delivery Committee
The Impact and Programme Delivery Committee is a sub-committee of the Board providing oversight of our capability and partnership programmes and innovation pilots, including our work across insurance, financial capability, growth capability, policy and advocacy, and significant research programmes.
We are looking for someone who can bring deep insurance sector expertise into this broader environment, helping the Committee scrutinise strategy, programme design, impact, risk and delivery while making complex insurance considerations accessible to colleagues from different professional backgrounds.
You will work collaboratively with fellow Committee members, Non-Executive Directors, our CEO and senior colleagues, providing both constructive challenge and support as Fair4All Finance develops and delivers its work.
Key Responsibilities
As an Independent Member of the Impact and Programme Delivery Committee, you will:
- Provide senior insurance-sector expertise, insight and independent challenge to support the Committee’s oversight of Fair4All Finance’s insurance programmes and innovation activity.
- Review programme design, objectives, target customer segments, customer research and lived-experience approaches, ensuring activity remains aligned with Fair4All Finance’s mission and strategic priorities.
- Review programme timelines, milestones and budgets ahead of Board approval and throughout delivery.
- Provide oversight and challenge of the identification, assessment, mitigation and reporting of strategic, operational and programme-delivery risks.
- Review theories of change, impact hypotheses and expected outcomes across programmes and innovation activity.
- Scrutimise data, reporting and evaluation relating to programme performance, market transformation, system change and consumer outcomes.
- Bring commercial and investment insight to discussions around innovative approaches to increasing appropriate insurance provision for people in financially vulnerable circumstances.
- Identify significant delivery challenges or strategic issues requiring escalation to the Board.
- Support effective governance and compliance with relevant internal policies and statutory obligations relating to the deployment of funding.
- Provide appropriate oversight of steering groups and external working groups supporting programme delivery and lived-experience activity.
- Work collaboratively with Committee members and senior colleagues, providing independent scrutiny while contributing constructively to collective decision-making.

Essential experience & qualifications
- Significant senior-level experience within the insurance sector, with strong knowledge of Life and/or General Insurance.
- A recognised relevant professional qualification, for example through the CII, IFoA or CFA, and/or equivalent demonstrable senior-level insurance experience.
- Strong understanding of insurance-sector regulation, innovation, products and market dynamics.
- Experience of impact investing, commercial structuring and/or developing innovative commercial approaches, ideally within insurance or financial services.
- Experience of overseeing risk-management frameworks and assessing strategic and operational risks, including risk identification, assessment, mitigation and reporting.
- Experience operating at Board, Committee or equivalent senior governance level, with a good understanding of effective governance and oversight.
- Experience scrutinising complex programmes, investments, commercial propositions or strategic initiatives.
- The ability to operate effectively at both strategic and detailed levels and make sound judgements in complex situations.
- Experience providing independent scrutiny and constructive challenge while maintaining collaborative senior relationships.
- Strong financial and commercial acumen.
- The ability to communicate complex insurance, financial and regulatory matters clearly to audiences without specialist insurance expertise.
- The ability to devote the necessary time and preparation to the role.
Desirable experience
- Developing or overseeing insurance products or propositions for underserved, excluded or financially vulnerable customer groups.
- Insurance innovation, product development or new distribution models.
- Consumer Duty, customer vulnerability and fair customer outcomes within insurance.
- Impact measurement, theory of change or evaluation of programmes designed to deliver social or consumer outcomes.
- Partnerships involving insurers, government, regulators, investors, charities, community organisations or other financial-services providers.
- Innovation pilots or programmes seeking to influence wider market or system change.
- Working within or alongside not-for-profit, public-sector or purpose-led organisations.
- Customer research and incorporating lived experience into product, programme or strategic decision-making
Person Profile
You will be a credible and experienced insurance leader who combines sector expertise with curiosity, independence and sound judgement.
You will be comfortable moving between strategic questions and detailed programme considerations, identifying the issues that genuinely require Committee attention while maintaining sight of Fair4All Finance’s wider mission and intended impact.

Founded in 2019, we are funded from the Dormant Assets Scheme. The scheme is led by the financial industry and backed by the UK government. This makes it possible for money in dormant bank and building society accounts to be used to help good causes.
