Senior IT Project Manager – Water & Wastewater Programmes

Contract: 6 Months

Location: East Sussex (Hybrid)

IR35: Outside IR35

Role Overview

We are seeking an experienced Senior IT Project Manager to lead the shaping, discovery and design phases of strategic programmes of work across Water and Wastewater operations.

This is a senior role combining strong programme and project management capability, technical breadth, and exceptional stakeholder engagement skills. The successful candidate will work closely with business leaders, technology teams, operational stakeholders and external partners to turn strategic objectives and business challenges into clearly defined, deliverable programmes of work.

A key focus will be on early-stage programme shaping, including defining scope, developing options, establishing delivery approaches, building teams, assessing technology and data requirements, and developing robust business cases for investment.

The role requires sufficient technical understanding across Operational Technology (OT), Data, Integration and Applications to challenge assumptions, identify dependencies and translate complex technical considerations into clear business outcomes.

Key Responsibilities

Programme Shaping & Design

  • Lead the shaping, discovery and design phases of complex IT-enabled programmes.
  • Work with senior business and technology stakeholders to understand strategic objectives and operational challenges.
  • Translate business requirements into clearly defined programme scopes, outcomes and deliverables.
  • Develop high-level delivery roadmaps, milestones and governance structures.
  • Identify dependencies, assumptions, constraints, risks and opportunities at an early stage.
  • Facilitate discovery workshops to establish requirements, priorities and potential solutions.
  • Assess delivery and technology options and make evidence-based recommendations.

Business Case Development

  • Lead the development of robust business cases and investment proposals.
  • Develop options analysis covering benefits, costs, risks and delivery considerations.
  • Work with Finance, Procurement, Technology and business teams to establish realistic cost and resource estimates.
  • Define clear and measurable business benefits.
  • Support senior leadership and governance forums through investment and approval processes.

Senior Stakeholder Engagement

  • Build strong relationships with senior business, operational and technology stakeholders.
  • Act as a trusted advisor, providing constructive challenge and helping stakeholders make informed decisions.
  • Communicate complex technology and programme issues clearly to technical and non-technical audiences.
  • Build consensus across stakeholders with competing priorities.
  • Influence decision-making at senior leadership and governance levels.

Technical Leadership

The role requires strong technical breadth and the ability to engage credibly with architects, engineers and technology specialists across:

  • Operational Technology (OT)
  • Data and Analytics
  • Integration and APIs
  • Enterprise and Operational Applications
  • Technology Architecture and Infrastructure
  • Cloud Technologies
  • Cyber Security and Resilience
  • IT/OT Dependencies and Interfaces

The successful candidate will not necessarily be expected to act as the technical architect, but must be sufficiently technically knowledgeable to understand, challenge and shape proposed solutions.

Team Building & Mobilisation

  • Define the capabilities and skills required to deliver emerging programmes.
  • Build and mobilise high-performing multidisciplinary teams.
  • Identify internal and external resource requirements.
  • Establish clear roles, responsibilities, governance and ways of working.
  • Transition effectively from programme shaping into delivery.
  • Create an environment of accountability, collaboration and continuous improvement.

Programme Governance & Risk

  • Establish appropriate governance, reporting and decision-making frameworks.
  • Develop programme plans, RAID logs, dependencies and key milestones.
  • Identify and proactively manage strategic risks and issues.
  • Ensure programmes align with technology strategy and business priorities.
  • Provide clear and concise reporting to senior leadership and programme boards.

Essential Experience & Skills

  • Significant experience as a Senior IT Project Manager or Programme Manager.
  • Proven experience leading programme shaping, discovery, scoping and mobilisation.
  • Strong track record of developing business cases and investment proposals.
  • Exceptional senior stakeholder management and influencing skills.
  • Demonstrable experience building and leading multidisciplinary teams.
  • Strong commercial awareness and financial management skills.
  • Ability to operate effectively with both senior business leaders and technical teams.
  • Strong understanding of OT, Data, Integration and Applications.
  • Experience managing complex technology dependencies and architectural considerations.
  • Excellent communication, facilitation, presentation and negotiation skills.
  • Strong analytical and problem-solving capability.
  • Comfortable operating in ambiguity and bringing structure to complex problems.
  • Proven ability to challenge constructively and influence outcomes without relying solely on formal authority.

Desirable Experience

  • Experience within the water, wastewater, utilities, energy, infrastructure or other regulated sectors.
  • Understanding of operational technology environments.
  • Experience working across IT/OT convergence.
  • Experience with SCADA, telemetry, control systems or industrial technology environments.
  • Experience delivering data, integration or application transformation programmes.
  • Experience working with systems integrators, technology vendors and third-party delivery partners.
  • Relevant project/programme management qualification such as PRINCE2, MSP, APM or equivalent.
  • Experience using Agile, hybrid or other modern delivery methodologies.
