We are Hiring: Technical Infrastructure Architect

Contract: Interim Contract (Inside IR35)
Location: Surrey (Hybrid)
Rate: Up to £650 per day (Inside IR35)
Duration: Until 31 March 2027
Hiring Manager: Surrey County Council – Local Government Reorganisation (LGR) Programme

About the Role

Surrey County Council is seeking an experienced Technical Infrastructure Architect to play a pivotal role in its Local Government Reorganisation (LGR) Programme. Working within the IT & Data Technical Fundamentals workstream, you will provide technical architecture leadership and design assurance to ensure the successful delivery of Safe & Legal Day-1 requirements.

You will assess the current technology landscape across 12 councils and develop secure, resilient transition architectures that enable staff to access core systems, applications, and data throughout the transformation programme.

Key Responsibilities

  • Lead infrastructure architecture and technical design assurance across the LGR programme.
  • Assess existing infrastructure, platforms, dependencies, and technical risks across multiple councils.
  • Design transition and convergence strategies covering:
    • Enterprise Networking & Connectivity
    • Microsoft 365
    • Identity & Access Management (IAM)
    • Telephony & Contact Centre Services
    • Cyber Security Controls
  • Develop architecture standards, technical roadmaps, and design documentation.
  • Ensure solutions support business continuity, operational resilience, and service availability.
  • Coordinate technical activities across internal teams, delivery partners, and suppliers.
  • Identify and manage technical risks, dependencies, and mitigation plans.
  • Provide technical leadership and architectural guidance to programme stakeholders.
  • Translate business requirements into scalable and secure technical solutions.

Essential Skills & Experience

  • Proven experience as a Technical Infrastructure Architect within large-scale enterprise or public sector transformation programmes.
  • Strong expertise in:
    • Enterprise Infrastructure Architecture
    • Networking & Connectivity
    • Microsoft 365
    • Identity & Access Management
    • Cyber Security
    • Infrastructure Integration & Migration
  • Experience delivering complex infrastructure transition or consolidation programmes.
  • Strong understanding of cloud platforms, hosting technologies, APIs, microservices, and DevOps practices.
  • Experience in legacy infrastructure assessment and estate rationalisation.
  • Knowledge of business continuity, operational resilience, and IT risk management.
  • Excellent communication, stakeholder engagement, and influencing skills.
  • Ability to coordinate multiple technical teams, suppliers, and cross-functional workstreams.

Desirable

  • Experience within Local Government or the wider Public Sector.
  • Knowledge of government technology and procurement frameworks.
  • Experience with sustainable technology practices.
  • Experience working across multi-organisation transformation programmes.

Qualifications

  • Degree (or equivalent experience) in Computer Science, Information Technology, Engineering, or a related discipline.
  • Relevant architecture or infrastructure certifications (TOGAF, Microsoft, AWS, Azure, Cisco, VMware, etc.) are advantageous.
