About the Role

Portsmouth Water is looking for an experienced Infrastructure Project Manager to guide the full lifecycle of key projects within our investment programme. You’ll support the delivery of resilience and asset-focused initiatives that strengthen and safeguard our network for the future. From planning to handover, you’ll help ensure projects are completed to the highest quality, on time, within budget, and to specification—making a meaningful impact on critical infrastructure for generations to come.

What will you be doing?

Key Responsibilities

  • Coordinate multiple capital and revenue projects to specification, budget, and deadlines, ensuring quality meets stakeholder expectations.
  • Support the planning, design, and construction of projects involving maintenance, refurbishment, and extension of treatment and distribution networks.
  • Prepare and maintain project documentation including scopes, contracts, reports, and position papers.
  • Apply structured project management approaches (e.g., APMP) to support estimating, scheduling, procurement, design, construction, commissioning, and handover.
  • Identify and address risks proactively, in line with CDM regulations, ensuring health, safety, and compliance at all stages.
  • Support third-party spend and contract processes, fostering strong supplier relationships and adherence to Portsmouth Water’s processes.
  • Work collaboratively with stakeholders, including customers, suppliers, subcontractors, and internal teams, to ensure smooth project delivery.
  • Contribute to procurement activities, assessing contractor suitability and supporting processes through Delta E-Source and CEMAR systems.
  • Ensure project decisions are technically sound and contribute ideas for improvements and innovations to enhance delivery.
  • Provide regular updates on project progress, risks, and mitigations, adapting communication for different audiences.

What do you need?

Skills, Qualifications & Competencies

  • Committed to delivering excellent service to customers, colleagues, and across the Water Industry.
  • Strong communication and negotiation skills, with the ability to build trusted relationships with internal and external stakeholders.
  • Effective organisational and project coordination skills, with the ability to manage multiple work streams collaboratively.
  • Thoughtful decision-maker, comfortable assessing complex information and offering solutions in consultation with others.
  • Flexible and resilient, able to adapt to change and work effectively with ambiguity.
  • APM Foundation / Project Management Qualified, or a minimum of 5 years’ project management experience in a regulated industry.
  • Full UK Driving Licence (driver assessment may be required).
  • Experience with contract processes (including NEC) and various procurement approaches.
  • Previous project experience (ideally with Mechanical / Instrumentation, Electrical and Control focus), with a clear understanding of project delivery processes and challenges.
  • Proactively identifies potential issues and collaborates with the Programme Manager to implement improvements.
  • Supports clear communication of delivery timescales, expenditure forecasts, and programme performance to inform business investment decisions.
  • Practical understanding of Construction Design and Management (CDM) and NEC Contract Regulations, Health and Safety Regulations, including LOLER and PUWER.
