We are Hiring: Infrastructure/Regeneration/Transport Programme Director

Location: Dudley – Hybrid, 3 days on site
Contract: Interim, 9 months
Day Rate: Up to £900 per day
IR35: Outside IR35
Reporting to: Director of Growth & Place

Role Overview

Dudley Council is seeking an experienced Major Projects Programme Delivery Lead to provide senior leadership across a portfolio of major regeneration, infrastructure, transport, and place-making initiatives.

This is a high-profile interim assignment focused on maximising the regeneration and economic growth opportunities arising from Metro Phase 2 and the opening of Dudley Interchange, while establishing a coherent, investment-ready programme for Dudley. The successful candidate will bring pace, structure, and delivery focus to a complex portfolio and work closely with senior leaders, elected Members, regional partners, and external stakeholders.

Key Responsibilities

Major Programme Leadership

  • Lead and integrate Dudley’s major regeneration, infrastructure, and place-based programmes.
  • Establish clear programme governance, milestones, dashboards, risk management, and reporting.
  • Identify dependencies, resolve barriers, and drive timely decision-making.
  • Provide strategic advice and assurance to senior leadership and Members.

Metro Phase 2 & Dudley Interchange

  • Lead the Council’s Operational Readiness Programme for Metro Phase 2 and Dudley Interchange.
  • Coordinate readiness activity across Council services and external partners.
  • Manage risks, dependencies, reporting, and executive/member briefings.
  • Work closely with Transport for West Midlands and establish readiness arrangements for future Metro phases, including Phase 2B.

Dudley Ecosystem Masterplan

  • Act as the Council’s client lead for the Dudley Ecosystem Masterplan.
  • Lead procurement, mobilisation, and management of the appointed consultancy.
  • Coordinate internal, Member, community, and stakeholder engagement.
  • Ensure the masterplan creates a coherent, ambitious, and investment-ready vision.
  • Oversee the Emerging Findings Report targeted for January 2027.

Place & Regeneration

Bring together major initiatives including:

  • Metro and Dudley Interchange
  • Dudley Ecosystem Masterplan
  • Portersfield
  • Health Innovation Dudley
  • Very Light Rail
  • Eton Star Academy
  • Ice Rink
  • Town centre regeneration
  • Public realm and investment programmes

Ensure projects are aligned, dependencies understood, and opportunities for investment and economic growth maximised.

Partnership & Stakeholder Management

Build effective relationships with:

  • Transport for West Midlands
  • West Midlands Combined Authority
  • Black Country Transport
  • West Midlands Growth Company
  • West Midlands Growth Hub
  • Developers, investors, and consultants
  • Council services and strategic partners

Represent Dudley confidently within regional partnerships and ensure local priorities are effectively promoted.

Essential Experience

  • Proven senior-level experience leading major programmes, regeneration, infrastructure, or place-based initiatives.
  • Strong experience within local government, public sector, or similarly complex environments.
  • Experience managing multi-disciplinary programmes with significant political, financial, and reputational considerations.
  • Demonstrable experience working with senior executives, elected Members, and external stakeholders.
  • Strong programme governance, risk, assurance, and reporting capability.
  • Experience commissioning, procuring, and managing external consultants.
  • Strong understanding of regeneration, infrastructure, economic development, and place-making.
  • Ability to influence across organisational boundaries and deliver through complex partnerships.

  • Deliver the January 2027 Emerging Findings Report.
  • Establish an integrated Major Projects Programme with effective governance and reporting.
  • Strengthen partnerships and accelerate Dudley’s regeneration and investment opportunities.
  • Leave a strong programme framework ready to transition into the Council’s permanent place-based operating model.
