We are an agile team that combines policy experts, academics, strategic advisors and communications specialists.

We advise many of the world’s leading institutions, including the Gates Foundation, Rockefeller Foundation, Wellcome Trust, WHO, WMO, UNDRR, the Asian Infrastructure Investment Bank (AIIB), and national governments. We also receive grant funding to pursue thought-leadership and movement-building for a fairer international system. This includes our work on the Global Solidarity Report, a scorecard that is, for the first time, measuring the international community’s ability to tackle and withstand our generational challenges.

We are headquartered in London, but our team is distributed across the United Kingdom, the United States, Spain, Nepal, and Jordan, Saudi Arabia and UAE. Founded in 2022, Global Nation is led by author and development expert Hassan Damluji.

SCOPE OF WORK:

We’re seeking an Innovative Finance Advisor to coach the investment team at a Gulf sovereign development fund as it moves from grant-making into returnable capital. You’ll advise on live transactions, build structuring tools alongside the fund’s staff, and pass practical deal skills to the team.

The fund has historically worked through grants but now plans to transition to being a fully-fledged DFI, focused on concessional loans, debt, equities, guarantees, and blended structures. Global Nation runs the 12-month programme supporting that shift. We don’t structure, execute, or decide. The fund holds full authority over its own investments. The test of this work is whether its team can run these transactions once we’re gone.

WHAT YOU’LL DO

  • Coach the Investment Department, sharing what works in innovative finance and development finance structuring, and helping build internal guidance the team can use without you
  • Advise on structuring across the fund’s pipeline, from blended finance that combines concessional and commercial capital to structured lending facilities, wholesale financing platforms, SPVs, co-financing structures, guarantees and risk participation, revolving and capital recycling mechanisms, and debt-to-health swaps.
  • Give technical input on capital structure design, reflow generation, financial sustainability, and how risk and return get allocated, always within the fund’s capital preservation mandate.
  • Build structuring tools alongside the fund’s staff, including financial models and templates, capital structuring frameworks, and assessment tools the team keeps after the project ends.
  • Review concept notes and investment proposals, giving technical feedback during structuring and due diligence, and joining advisory discussions when the client invites you in.
  • Support the design of financing platforms and partnerships, including co-financing with MDBs and DFIs, funds and structured vehicles, and pooled financing, covering governance, capital structure, financial architecture, and risk allocation.
  • Take part in leadership workshops with the funds Chair and Director General, alongside the workshop lead and the rest of the Global Nation team.
  • Work with the foundation team through onboarding and periodic coordination meetings on partnership context, client priorities, and the pipeline as it develops.
  • Contribute to the coaching midway and final reports for the client and the foundation.

WHO YOU ARE

  • You’ve done the deals yourself. You have making investments inside development finance institutions and can sit with a team on a live transaction and talk through your reasoning as you go.
  • You’re a patient teacher. You get more out of watching someone else get it right than out of doing it yourself.
  • You’re diplomatic with senior people. You can raise a hard technical point with a Director General and keep him on side.
  • You’re comfortable with an on-request rhythm. Demand arrives in bursts around live deals and workshop dates, and this is part-time work throughout.
  • You know how Gulf public institutions work, including how decisions get made and how long they take.
  • You want to build in a small, mission-led team. You’re collaborative, low-ego, and happy being one of a handful of people on an engagement.

WHAT WE’RE LOOKING FOR:

  • Development finance experience: Minimum 10 years structuring and executing transactions at a DFI, MDB, impact investor, or the development finance arm of a commercial bank
  • Instrument depth: Hands-on experience with senior and subordinated debt, guarantees and risk-sharing instruments, blended finance, SPVs, and fund structures. Debt-for-nature or debt-to-health swap experience is an advantage
  • Capacity building: A record of coaching or training investment staff, ideally inside a public or sovereign institution
  • Communication: You can explain a structure plainly to people who are new to it, in writing and in the room. Much of the audience works in English as a second language
  • Region: Experience with GCC governments or sovereign funds. Arabic is a strong advantage
  • Availability and location: Around 1 day per week, 20-25 days in total. GCC-based is preferred and we’ll consider strong profiles elsewhere, with regular travel to the Gulf and periodic multi-day visits around workshops
